Law of the Saudi Commission for Health Specialties

Article 1: Definition and Headquarters

  • The Saudi Commission for Health Specialties is a professional scientific body with a legal personality, headquartered in the city of Riyadh, and it may establish branches within the Kingdom.

Article 2: Objectives and Tasks

  • The Authority aims to develop the professional performance in health and to enhance and encourage skills and enrich scientific thought and sound practical application in various health specialties through the following:

    • 1- Establishing and approving specialized health professional programs and supervising them, as well as developing programs for continuing education in health specialties, within the framework of the general education policy.

    • 2- Forming scientific health councils and necessary subcommittees to perform the Authority's work, supervising them, and approving their recommendations.

    • 3- Recognizing health institutions for training and specialization purposes after evaluating them.

    • 4- Supervising - through specialized committees and scientific councils - the specialized examinations and approving their results.

    • 5- Issuing professional certificates such as diplomas, fellowships, and memberships whether the examination is conducted directly by it or in cooperation with it.

    • 6- Coordinating with councils, authorities, associations, and other health professional colleges inside or outside the Kingdom.

    • 7- Evaluating and equating professional health certificates.

    • 8- Encouraging the preparation of research and publishing scientific articles in its field of specialization and issuing its own magazines or periodicals.

    • 9- Participating in proposing general plans for preparing and developing the workforce in health fields.

    • 10- Holding health seminars and conferences to discuss internal health issues and propose appropriate solutions and follow up on the implementation of the recommendations and decisions issued regarding them.

    • 11- Establishing the foundations and standards for practicing health professions, including the ethical foundations of the profession.

    • 12- Encouraging the preparation of scientific health research, proposing its topics, and supporting and funding such research either fully or partially.

    • 13- Approving the establishment of scientific associations for health specialties.

Article 3: Membership

  • 1- The authority consists of honorary members and active members.

  • 2- Honorary membership is granted by a decision of the Board of Trustees to those who have provided material, moral, or professional services to the authority or the profession, and the honorary member is exempt from registration and participation fees.

  • 3- The following conditions must be met for active members:

    • A- They must hold a recognized qualification in one of the health specialties.

    • B- They must have a good reputation and conduct.

Article 4: Administration of the Authority

  • 1- The supervision of the Authority is entrusted to a Board of Trustees consisting of:

    • A- The Minister of Health as President.

    • B- The General Secretary of the Authority as a member.

    • C- One of the Deputy Ministers of Health chosen by the Minister of Health as a member.

    • D- One of the health officials in the Ministry of Health chosen by the Minister of Health as a member.

    • E- Four deans of health colleges in Saudi universities in the fields of human medicine, dentistry, pharmacy, and allied medical specialties chosen by the Minister of Higher Education as members.

    • F- A representative from specialized hospitals chosen by the Minister of Health as a member.

    • G- Three representatives of medical services in military and security agencies chosen by their respective authorities as members.

    • H- Three members from outside the government sector chosen by the Minister of Health.

  • 2- The term of membership in the Board of Trustees is three years, renewable once.

  • 3- A member of the Board of Trustees must be specialized in one of the branches of health professions.

  • 4- A full-time General Secretary shall be appointed for the Authority to manage its financial, administrative, and technical affairs, who must possess a distinguished academic and professional level, and his appointment shall be by a decision from the Board of Trustees for a period of three years, renewable once.

  • 5- The Board of Trustees holds a regular meeting every month, and the President of the Board or half of the members has the right to call for an extraordinary meeting. The meetings of the Board are valid if attended by two-thirds of the members, including the President or his representative. Decisions of the Board are made by a majority of those present; in the event of a tie, the side with which the President votes prevails.

  • 6- The General Secretary of the Authority or his representative represents the Authority before others and before the Judiciary.

Article 5: Responsibilities of the Board of Trustees

  • 1- Implementing the objectives and tasks of the Authority and monitoring that.

  • 2- Approving the internal regulation of the Authority and determining wages, salaries, incentives, membership subscriptions and renewals, administrative and financial competencies, employment conditions, establishing the administrative structure of the Authority, the duties of the members, and disciplinary procedures, as well as other executive and technical matters.

  • 3- Approving the budget of the Authority, appointing the legal accountant, and certifying the final accounts of the Authority.

  • 4- Proposing amendments to the Law of the Authority.

  • 5- Reviewing the regulations and instructions governing health specialties and professions, including those related to the duties and responsibilities of health profession members, and providing recommendations for the development of those regulations and instructions and submitting them to the relevant authorities.

  • 6- Accepting gifts and donations.

  • 7- Approving the financial investment policy for the Authority's revenues and savings.

  • 8- Preparing the necessary executive regulations for this Law.

Article 6: The Financial Year and the Authority's Resources

  • 1- The financial year of the Authority is the financial year of the state.

  • 2- The resources of the Authority consist of the following:

    • A- Membership subscriptions.

    • B- Government grants.

    • جـ- Donations, gifts, and endowments provided to the Authority.

    • D- Revenues from publications, periodicals, and printed materials, as well as fees for training and educational courses, examinations, certificates, and seminar subscriptions.

    • E- Annual subscriptions from benefiting governmental health entities.

    • F- Revenues obtained by the Authority for the services it provides.

Article 7: Final Provisions

  • 1- The General Secretary of the Authority prepares an annual report on the activities of the Authority, including what it has accomplished and any suggestions it has for the development of health professions and specialties, and submits it to the Board of Trustees.

  • 2- This Law shall be published in the official gazette and shall come into effect sixty days after its publication.
