Regulations for Health Jobs

  • A letter was issued by His Excellency the General Secretary of the Civil Service Council No. (412/451/M K) dated 28/5/1412 AH addressed to His Excellency the President of the Diwan of the Council of Ministers, referring to the decision taken by the Civil Service Council in its Decision No. (241/1) dated 28/3/1412 AH for the purpose of notifying the concerned authorities to implement it, which stated the following:

    • First: Approval of the Regulation of Health Jobs and its annexes in the form attached to this decision.

    • Second: Those who receive, at the time this regulation comes into effect, the allowance allocated to employees in hospitals and psychiatric clinics, shall be granted the allowance stipulated in this regulation. If this allowance is less than what they receive at the time this regulation comes into effect, they shall be given a bonus equivalent to the difference as long as the conditions for entitlement to the allowance are met.

    • Third: The provisions of this regulation shall apply starting from the next fiscal year 1412/1413 AH.

  • The Custodian of the Two Holy Mosques, President of the Civil Service Council - may God support him - has approved the minutes of session No. (241/412) dated 28/3/1412 AH containing this decision and ratified it with the royal signature.

  • I kindly request Your Excellency, after reviewing, to direct the necessary measures to notify those concerned to implement the decision accordingly.

  • We attach to Your Excellency a copy of the session minutes including the referenced decision, a copy of the Regulation of Health Jobs and its annexes, in addition to all related documents.

Article 3

Previous Amendments
  • The health positions covered by this Regulation shall be filled in accordance with the Appurtenance of qualifications attached hereto, and this Appurtenance may be amended by agreement between the Minister of Human Resources and Social Development and the competent Minister.

Article 4

  • A- The employee covered by this Regulation shall be appointed to a position from the vacant positions in a group of health job categories, or in a higher category within the group where their position is located, in accordance with the following controls:

    • 1- A guide to the availability of the scientific, practical, or training qualifications stipulated in the qualifications guide referred to in Article (3) of this Regulation.

    • 2- The last performance evaluation prepared for them must not be less than (Good).

  • B- The appointee in a higher category than the one covered shall be granted a salary equivalent to their salary before the appointment, in addition to at least the amount of the allowance specified for the level they were confirmed at.

Article 5

Previous Amendments
  • The employee covered by this Regulation is promoted from the level they are confirmed at to the next level under the following two conditions:

    • First: They must have completed all allowances at the level they are confirmed at, and must spend at least one year at the highest limit, excluding any periods of absence for which they do not receive a salary.

    • Second: The performance evaluation rating for the last two years must be at least (Very Good).

  • For the purposes of promotion, research, achievements, outstanding skills, and attendance or participation in short training courses and similar activities will be considered if it is definitively proven that they have a direct relationship to the nature of the work, according to the criteria set by the Ministry in conjunction with the Ministry of Human Resources and Social Development regarding duration and level.

  • Notwithstanding (the first condition) of this article - an employee may be promoted to a higher level before the required duration at the confirmed level has elapsed if they obtain an academic qualification or successfully complete a training program related to the nature of the work, with its duration and level determined by the regulations set by the Ministry and the Ministry of Human Resources and Social Development.

Article 6

  • The individual covered by the provisions of this Regulation shall be transferred to a position not subject to its provisions in accordance with the rules set forth in Article (5) of the Transfer Regulation.
