Statute of the Saudi Center for Organ Transplantation

Article 1

  • The terms and phrases mentioned below - wherever they appear in this regulation - shall have the meanings specified next to them, unless the context requires otherwise:

    • Center: Saudi Center for Organ Transplantation.

    • Council: Health Services Council.

    • Director General: Director General of the Center.

Article 2

  • The center enjoys public legal personality and financial and administrative independence, and is organizationally linked to the Council. Its headquarters is located in the city of Riyadh, and it has the authority to establish branches within the Kingdom.

  • The center shall have a General Director appointed by the Council, who shall be the executive responsible for the center in accordance with the defined competencies and authorities, and he shall specifically have the following:

    • 1- Appointing the center's employees in accordance with what is stated in Article (7) of this regulation.

    • 2- Forming the necessary technical and administrative committees for the center's work and following them up.

    • 3- Submitting annual reports on the progress of the center's work, achievements, and activities to the Council.

    • 4- Preparing a strategic plan for the center and presenting it to the Council for approval.

    • 5- Preparing the operational budget for the center and presenting it to the Council for approval.

    • 6- Developing performance measurement indicators.

    • 7- Representing the center before public and private entities in accordance with the administrative procedures followed in all matters that facilitate the center's tasks, and he has the right to delegate.

    • 8- Any other task that the Council sees fit to assign to him.

Article 5

  • 1- The center shall have an annual budget attached to the budget of the Council.

  • 2- The resources of the center consist of the following:

    • A- The appropriations allocated to it in the state budget.

    • B- The financial compensation it receives for the services it provides, such as conducting training activities and similar activities that fall within its competencies.

    • C- Donations, contributions, endowments, assistance and grants, bequests, and other aids that it accepts, provided that they do not conflict with the rules, regulations, and instructions in force in the Kingdom.

  • 3- The revenues of the center specified in (ب) and (ج) of paragraph (2) of this article shall be deposited in one of the local banks, and disbursed in accordance with the rules and procedures determined by the Council.

Article 6

  • An external certified accountant is responsible for reviewing the accounts of the center and submits an annual report regarding them to the Council.

Article 7

  • The Labor Law and the Social Insurance Law apply to all employees of the center.

Article 8

  • The General Director shall submit a report to the Council within ninety days from the beginning of each fiscal year regarding the achievements of the center, the difficulties it faces, and any suggestions he deems appropriate.

Article 9

  • The Council issues the necessary decisions to implement this regulation.

Article 10

  • This regulation shall be published in the official gazette and shall come into effect the day following its publication.
