The following words and phrases - wherever they appear in the Regulation - shall have the meanings specified next to each of them:
1- Law: Law of Associations and Non-Profit Institutions.
2- Center: National Center for Non-Profit Sector.
3- Council: Board of Directors of the Center.
4- Association: Non-Profit Association.
5- Board of Directors: Board of Directors of the Association.
6- Institution: Non-Profit Institution.
7- Board of Trustees: Board of Trustees of the Institution.
8- Competent Authority: The authority designated by the Council of Ministers.
9- Supervisory Authority: The government agency that includes the activities of the Association or Institution within its jurisdiction.
10- Regulation: Implementing Regulation of the Law of Associations and Non-Profit Institutions.
11- Bylaws: Bylaws of the Association or Institution.
12- License: A document issued by the Center for Associations and Institutions, considered their legal identity.
13- Leadership Positions: Refers to the position of the executive officer, and financial and legal positions.
The regulation governing the relationship between the center and the supervising authority defines the technical supervision rules for the association and the institution.
For the purposes of applying the provisions of the Law and the Regulation, an association is considered to be any group with a continuous organization for a specified or unspecified duration, composed of individuals with natural or legal status, or both, that is primarily non-profit, aimed at achieving a purpose of charity or solidarity, or one of the activities stipulated in Article Five of the Regulation.
In consideration of the objectives stipulated by the Law, and taking into account the specialization of the association, the basic Regulation of the association defines the objectives upon which the association is based and which determine its activities. It is not permitted for the association to exceed those objectives except with the approval of the center or its authorized representative.
The following conditions must be met by an applicant for the establishment of the association from individuals with natural capacity:
1- Must be a Saudi national.
2- Must have full capacity.
3- Must not have a final judgment issued against them convicting them of a crime that undermines honor or trust, unless their status has been restored.
