A Council for Non-Profit Institutions is established under this Regulation, which enjoys legal personality and financial and administrative independence, with its main headquarters located in the city of Riyadh. With the approval of the center, it may establish regional or specialized committees.
1- The objective of the Council is to represent non-profit organizations in their public affairs at the national level before the center, governmental and non-governmental entities, and to achieve cooperation, integration, and coordination among them, in order to empower and develop the non-profit sector.
2- The Council or its authorized representative may represent non-profit organizations before judicial and quasi-judicial authorities in the following cases:
A- Defamation of non-profit organizations and their employees or those dealing with them.
B- Undermining the integrity of the work of non-profit organizations without just cause.
Without prejudice to the competencies of the center and other entities, the council shall have the following competencies and tasks:
1- Representing the sector of non-profit institutions and its interests before the relevant authorities.
2- Coordinating among non-profit institutions to unify efforts and achieve cooperation and integration among them.
3- Coordinating with the relevant authorities to support the non-profit institutions sector and meet its needs.
4- Providing recommendations and proposals to the center or the relevant authorities related to policies, regulations, strategic plans, public programs, and others related to the non-profit institutions sector, each according to its competencies.
5- Representing the non-profit institutions sector at local and international events and conferences, taking into account Article 37 of the regulation.
6- Providing or coordinating rehabilitation and development programs for non-profit institutions in accordance with what is decided by the Board of Directors and in a manner that does not conflict with the competencies of other entities.
Without prejudice to the competencies of the center and other entities, the council may take all necessary measures to achieve its objectives and perform its competencies, including the following:
1- Establishing partnerships and qualitative relationships that would support and empower the non-profit sector.
2- Conducting surveys and preparing studies and research related to the non-profit sector and publishing them, after coordinating with the relevant entities.
3- Providing support, assistance, and advice to non-profit institutions and relevant entities to enhance the empowerment of the non-profit sector.
4- Coordinating with relevant entities to resolve issues faced by non-profit institutions and address the challenges they encounter.
5- Promoting the culture of financial sustainability and ways to enhance it within non-profit institutions, and raising awareness of the priorities for grants and support that non-profit institutions can contribute to.
6- Raising awareness of the importance of non-profit institutions, their purposes, and activities, including organizing exhibitions, conferences, and seminars in coordination with the relevant entities in this regard.
7- Collaborating with relevant regional and international entities to contribute to the development of the non-profit sector, taking into account Article 37 of the Regulation.
8- Any other means approved by the General Assembly, provided they do not conflict with the objectives and competencies stated in this Regulation.
The Council consists of the following bodies:
1- The General Assembly.
2- The Board of Directors.
3- The permanent and temporary committees.
4- The Executive Administration.
