Chapter 1: Definitions and Supervisory Authority

Article 1

  • The following words and phrases - wherever they appear in the Regulation - shall have the meanings indicated next to each of them:

    • 1- The Law:The Law of Civil Society Associations and Organizations.

    • 2- The Center:The National Center for Non-Profit Sector Development.

    • 3- The Council:The Board of Directors of the Center.

    • 4- The Association:The Civil Society Association.

    • 5- The Board of Directors:The Board of Directors of the Association.

    • 6- The Institution:The Civil Society Institution.

    • 7- The Board of Trustees:The Board of Trustees of the Institution.

    • 8- The Competent Authority:The authority designated by the Council of Ministers.

    • 9- The Supervisory Authority:The government agency whose competencies include the activity of the association or institution.

    • 10- The Regulation:The Implementing Regulation of the Law of Civil Society Associations and Organizations.

    • 11- The Basic Regulation:The basic regulation of the association or institution.

    • 12- The License:A document issued by the Center to associations and institutions, considered their legal identity.

    • 13- Leadership Positions:Refers to the position of the primary official in the association or institution who reports to the Board of Directors or the Board of Trustees, such as the General Manager or Chief Executive Officer, and any senior administrative position for which the primary official is the direct supervisor.

Chapter 2: Non-Governmental Organizations

Article 3

  • For the purposes of applying the provisions of the law and the regulation: A civil society association is considered to be any group with continuous organization for a specified or unspecified period, composed of natural persons, legal persons, or both, that is fundamentally non-profit, and established to achieve a purpose of benevolence or solidarity, or one of the activities stipulated in Article (5) of this regulation.

Article 4

  • Subject to the objectives stipulated by the law, and taking into account the specialization of the association, the association's basic regulation shall define the objectives upon which the association is based and which determine its activity. It shall not exceed those objectives except after the approval of the center, in coordination with the supervising authority, in cases of pandemics, seasons, developmental needs, and other cases as determined by the center..

Article 5

  • The association is established to achieve any of the following purposes or activities:

    • 1- Charity, solidarity, public services, or care.

    • 2- Religious, social, cultural, health, environmental, developmental, awareness, technical, or seasonal.

    • 3- Educational, instructional, scientific, research, or training.

    • 4- Professional, artisanal, creative, youth, women's, children's, tourism, or voluntary.

    • 5- Consumer protection and family protection.

    • 6- Disasters and crises and ensuring community safety.

    • 7- Family and social development.

    • 8- Any other civil activity determined by the center.
