Executive Rules of the Regulatory Statute for Social Development Centers

Definition

Article 1

  • The following words, wherever they appear in these regulations, shall have the meanings specified next to each, unless the context requires otherwise.

  •  

    • Minister: Minister of Social Affairs.

    •  

    • Ministry: Ministry of Social Affairs.

    •  

    • Administration: General Administration for Social Development.

    •  

    • Center: Social Development Center.

    •  

    • Supervising Authority: Any branch of the Ministry specified in the decision to form the Committee, tasked with following up on the Committee's work and supervising it.

    •  

    • Regulation: The organizational regulation for social development centers issued by Council of Ministers Decision No. 161 dated 5/11/1428 AH.

    •  

    • Committee: Community Social Development Committee.

    •  

    • Council: The Board of Directors of the Social Development Committee composed of a number of elected or appointed community members to manage the Committee's affairs and represent it.

Article 2

Social Development Centers are social institutions established, managed, and supervised by the Ministry to develop local communities through comprehensive and integrated social development in accordance with the provisions of Articles (3 and 4) of the Regulation. These centers oversee the Community Development Committees and their programs.

Article 3

The General Administration for Social Development is the administration responsible for social development centers and community social development committees.

Social Development Centers

Article 4

  • The center consists of two sections (male and female) and its tasks are limited to the following:

    • 1- Monitoring the application of the Regulation and its executive rules.

    • 2- Conducting social studies and research.

    • 3- Studying individual cases through field visits.

    • 4- Raising social awareness among community members.

    • 5- Participating with governmental and non-governmental community institutions in various awareness-raising activities that serve community segments.

    • 6- Planning and implementing social programs and projects, especially programs for social education and awareness, family guidance, productive families, preventive programs, programs directed at women, girls, and children, and youth programs.

    •  

    • 7- Cooperating with governmental and non-governmental entities to implement programs directed at community groups.

    • 8- Encouraging the implementation of joint developmental programs between the center and the committees working with it.

    • 9- Coordinating with the committees and assisting them in planning programs and projects.

    • 10- Monitoring the programs and projects implemented by the committees.

    • 11- Receiving requests to form or reconstitute committees, studying them, and submitting recommendations to the Ministry.

    • 12- Following up on the minutes of committee meetings and reviewing them.

    • 13- Reviewing and auditing the revenues and expenses of the committees.

    • 14- Reviewing the monthly account movements of the committees under its supervision.

    • 15- Reviewing the reports of the certified accountants related to the accounts of the committees.

Article 5

The centers, in addition to supervising the committees, implement comprehensive development programs to serve the community based on Articles (5, 8) of the Regulation.

Article 6

1 - The center submits project planning forms to the administration for approval as part of a plan prepared by the center.

2 - The Minister or his delegate issues decisions regarding the grants for the programs implemented by the centers each fiscal year, taking into account the provisions of Articles (Eleven and Twelve) of the Regulation, and Article (Eighteen) of the rules.

3 - The administration is responsible for auditing the expenditures of the grants for the centers' programs in accordance with the provisions of paragraphs (1 and 2) of this article.

Committee for Social Development and Capacity

Article 7

The committee is called the Capacity Committee, whose board members work voluntarily, in accordance with the regulations and their executive rules (Community Development Capacity Committee).
