Article 1
The following words - wherever they appear in this Regulation - shall have the meanings specified next to each of them:
Ministry: Ministry of Social Affairs.
Minister: Minister of Social Affairs.
Home: Social Care Home.

The house is a social institution established by the Ministry, which is responsible for overseeing it.
The center aims to provide protection and social care for those in need according to the conditions stated in this regulation, and to raise awareness of the importance of caring for the elderly within their families or for the residents in the center.
The following conditions must be met for acceptance into the home:
1- Must be a Saudi national.
2- Must be sixty years of age or older and incapacitated by old age from working or managing his own affairs. It is permissible to accept those under sixty if the social research proves the need for them to be included in the services of the home.
3- The medical examination must confirm that he is free from contagious, infectious, psychological, or mental diseases that pose a threat to his safety or a risk to other residents.
4- There is no family, or the family is unable to provide the necessary services.
5- The director of the home has the right to exempt from the application of paragraphs (1), (2), and (4) of this article for a period of two months, provided that accommodation beyond this period is only permitted with the approval of the Minister and as required by the interest.
Each resident is assigned a record that contains their social and psychological assessments, in addition to their personal information and periodic reports on their health, psychological, and social status. All supporting documents related to them are also included, and the management of the facility is responsible for their confidentiality and preservation.
If it is established through medical examination that the resident is infected with one of the communicable or infectious diseases, the facility shall take the necessary arrangements for their treatment in a manner that ensures the safety of other residents and protects them, provided that separate isolation rooms are designated in each section for cases of communicable or infectious diseases.
The institution has a section for men and another for women. The two sections are completely separated.
The management of the house shall undertake the following:
1- Conducting trace research and preparing periodic reports on the residents and their potential service needs.
2- Providing various activities within the house, coordinating among them, and monitoring their implementation as required.
3- Establishing communication channels between the resident and their family.
4- Encouraging family members and relatives to facilitate the resident's connection with their external environment by preparing a program for field visits outside the house.
5- Enabling the resident—if their condition allows—to communicate with their external environment through field visits according to programs prepared for this purpose.
An amount of two hundred riyals is allocated to each resident monthly to cover their personal expenses, and the minister may increase this amount if necessary after securing the required funding.
