Regulation for Social Development Centers

Article 1

The following words and phrases – wherever they appear in this Regulation – shall have the meanings specified next to each, unless the context requires otherwise:
Ministry: Ministry of Social Affairs.
Minister: Minister of Social Affairs.
Center: Social Development Center, which is a social institution established, managed, and supervised by the Ministry.
Committee: Community Social Development Committee, composed of a number of citizens; aimed at identifying the developmental needs of the local community and working to achieve them in collaboration with the state represented by the Ministry of Social Affairs.
Area: The place or places that fall within the scope of work of the Center and the Committee.
Local Community: Groups of residents living in areas that fall within the scope of work of the Centers and Committees.
Government Sectors: Ministries and other government agencies that have branches in the areas where the Centers and Committees are located.

Article 2

The centers aim to develop local communities through comprehensive and integrated social development based on modern scientific methods, grounded in the needs of the citizens in those communities.

Article 3

The centers are based on the participation of the community in identifying their needs, and their material, moral, and human participation in the implementation of various social, cultural, training, recreational, sports, health, agricultural, and environmental development programs, which contribute to meeting the needs of the local community and its development, and achieving its security and safety.

Article 5

Development programs are provided through the centers and committees established within the scope of work of each center.

Article 7

The ministry may provide a founding grant to each committee to enable it to commence its administrative and social activities.

Article 8

It is taken into consideration that the programs implemented by the centers or committees are consistent with the cultural, social, and economic conditions of each region, according to a scientific methodology based on field social surveys of local communities that determine their actual needs. These programs are implemented after the approval of the Ministry.

Article 10

Each center shall have a complete administrative and technical apparatus responsible for implementing its programs, which is commensurate with the tasks assigned to it. The rules and decisions issued by the Minister shall define the sections of each center, the detailed tasks of each section, and the duties and responsibilities of the employees therein.
