Article 1

Previous Amendments
  • The words and phrases wherever they appear in this Regulation shall have the meanings set forth opposite them:

    • Council: Higher Education Council.

    • Minister: Minister of Higher Education.

    • Ministry: Ministry of Higher Education.

    • University: The private university licensed under this Regulation.

    • Board of Trustees: The Board of Trustees of the university appointed in accordance with the provisions of this Regulation.

  • The university is a non-governmental educational institution that operates in accordance with Islamic law, possessing a legal personality and enjoying financial and administrative independence, provided that it does not conflict with the regulations and instructions.

Article 6

  • It is a requirement for the license to establish the university to have a draft basic system that does not conflict with these regulations and is approved by the Ministry.

Article 7

  • The university consists of at least three colleges located in one premises at the time of construction, and the establishment of the colleges is subject to the provisions of Article Six of the Regulations for Private Colleges issued by Council of Ministers Resolution No. (212) dated 1/9/1421 AH.

Article 8

  • The university programs shall be in the specializations required by the labor market and meet the development requirements.

Article 9

  • The university is committed to the recognized scientific standards in its educational and technical programs related to the curriculum and the qualification level of faculty members, specialists, and others.

Article 10

  • The university shall manage its internal educational, financial, and administrative affairs in a manner that does not conflict with the provisions of these regulations and the scientific principles and norms.
