Executive Rules and Administrative and Technical Procedures for the Regulation of Private Colleges

Article 1

  • With due regard to what is stipulated in the Private Colleges Regulation, the following words and phrases, wherever they appear in these rules, shall have the meanings assigned to them below:

    • Private College:

    • Each college consists of more than one scientific department, and the duration of study therein shall not be less than four years or its equivalent for granting the first university degree (Bachelor's degree). The college may grant a diploma in the licensed specializations at the Bachelor's level, or other related specializations that the labor market requires.

    • General Committee for Licensing and Appropriation

    • The committee formed by a decision from the Minister of Education, which studies the reports of specialized committees in the fields of general accreditation and special accreditation.

  • To obtain the preliminary License for establishing the college, an application must be submitted in the name of the Minister, signed by the founder, and accompanied by the following:

  • The economic feasibility study for the college, approved by a licensed consulting office in the Kingdom, which includes official data and clarifications from the relevant authorities in the Kingdom.

    • 1. The names of the founders, accompanied by their resumes and a copy of their national identity, with the coordinator with the Ministry specified, ensuring that each founder meets the following criteria:

    • 2. Must be a Saudi national.

    • 3. Must not be a government employee.

    • 4. Must have a good reputation and conduct, and must not have been dismissed from public service or removed from the field of education for disciplinary reasons unless reinstated.

    • 5. Must be of legal age.

    • 6. Must have the financial and administrative capacity to establish the project.

    • 7. The number of founders must not be less than five individuals, and the number of those holding a university degree must not be less than three individuals from the total number.

    • 8. Submission of a financial guarantee in the name of the Ministry of Education – Higher Education at one of the Saudi banks, commensurate with the expected number of students to be admitted to each college, with a minimum capacity of 1,000 students for each college.

    • 9. The proposed name of the college and its main location, along with any branches, if applicable.

    • 10. The college's mission and objectives in accordance with the goals of the public policy for higher education in the Kingdom.

    • 11. The existence of a teaching hospital with no less than 200 beds for health specialties.

  • Form No. (1) after being filled out must include the following:

    • * Detailed data on the material and human resources of the college.

    • * Funds allocated for the college by the founders.

    • * Scientific departments, degrees, and academic qualifications awarded, and the research units that make up the college.

    • * The expected date for the commencement of studies.

  • Upon obtaining the preliminary License, the founder must provide, within a maximum period of two years, proof that the general appropriation standards have begun to be achieved, and must provide the general appropriation standards within a maximum period of four years from the date of the preliminary License; otherwise, the preliminary License shall be automatically revoked (and shall not be renewed under any circumstances).

  • After obtaining the general appropriation, the founder must provide, within a maximum period of two years, the standards for the special appropriation and all documents required by the Ministry; otherwise, the general appropriation and the preliminary license shall be deemed automatically canceled.

Article 8

  • To obtain the final license, an application must be submitted in the name of the Minister of Education, accompanied by the following:

    • * A copy of the general appropriation.

    • * A copy of the special appropriation for each specialization.

    • * A report indicating the college's readiness to commence teaching.

Article 9

  • When adding a specialization or specializations, the general accreditation and specific accreditation standards shall apply.

Article 10

  • The announcement of the college or its programs is not permitted before the issuance of the final license except with prior permission from the Ministry.
