Rules for Admission of Non-Saudis from Abroad in Private Universities and Colleges

  • 1- Private universities and colleges may accept non-Saudis from abroad to study therein according to the regulations governing admission to these universities or colleges and in accordance with these rules.

  • 2- The number of students accepted from abroad for university study shall not exceed (25%) twenty-five percent of the number of students enrolled in the university or college.

  • 3- Each university or private college shall monitor students who obtain residency for the purpose of studying therein during their stay in the Kingdom until their departure, and shall notify the Ministry of Education if contact with the student is lost or if they do not leave the Kingdom.

  • 4- The residency of incoming students for the purpose of study shall not be transferred except to private universities or colleges and in accordance with the applicable regulations, provided that the new university or college assumes the obligations arising from their acceptance in accordance with these rules.

  • 5- The Ministry of Education grants study visas and provides the Ministry of Foreign Affairs with a copy thereof, which shall be endorsed by the Ministry of Foreign Affairs at the representations of the Custodian of the Two Holy Mosques abroad for notation unless they have observations, while ensuring that the travel document held by the incoming student for study in the Kingdom allows them to return to the country that issued it and to exit the Kingdom without restriction or condition.

  • 6- Each private university or college shall maintain a record in which all names of students arriving on study visas are recorded, and shall keep it until their departure or transfer of their sponsorship to another educational entity, while providing the Ministry of Education with the names of new students, and the Ministry of Education shall notify the Ministry of Interior accordingly.

  • 7- The student's residency during their study period in the Kingdom shall be under the record of the private university or college, and the university or college shall issue - within fifteen days of the student's arrival - a card containing all basic information about them (name, field of study, academic year, name of the university or college they are enrolled in, date of issuance of the card, and its expiration date) and shall be stamped by the university or college and then stamped by the competent authority at the Ministry of Interior.

  • 8- The student must leave the country within a period not exceeding forty-five days upon the completion of the purpose for which they came, and their residency thereafter shall be considered irregular.

  • 9- Students coming for the purpose of studying in private universities and colleges shall be treated regarding the entry visa fee in the same manner as scholarship students in government universities and institutes.
