Unified Regulation for Graduate Studies in Universities - 1417

Chapter 1: Objectives of Graduate Studies

Article 1

  • The graduate studies aim to achieve the following purposes:

  • 1- To focus on Islamic and Arabic studies, expand research in these fields, and work on disseminating it.

  • 2- To contribute to enriching human knowledge in all its branches through specialized studies and serious research to reach innovative scientific and practical contributions and uncover new facts.

  • 3- To enable distinguished students holding university degrees to continue their graduate studies locally.

  • 4- To prepare specialized scientific and professional competencies and qualify them at a high level in various fields of knowledge.

  • 5- To encourage scientific competencies to keep pace with the rapid advancement of science and technology, motivating them towards creativity and innovation, and developing scientific research to address the issues of Saudi society.

  • 6- To contribute to improving the level of undergraduate programs to interact with graduate studies programs.

Chapter 2: Academic Degrees

Article 2

  • The University Council grants the following academic degrees based on the recommendation of the department and college councils and the endorsement of the Deanship of Graduate Studies :-

    • 1- Diploma.

    • 2- Master's degree (International).

    • 3- Doctorate (High International).

Article 3

  • The study requirements for the academic degrees stipulated in Article Two shall be in accordance with the provisions of this Regulation, and the following are exempted from this:

    • 1- Medical diplomas.

    • 2- Medical fellowships.
      The rules and regulations issued by the University Council shall apply to them.

Chapter 3: Regulation of Graduate Studies

Article 4

  • A deanship for graduate studies shall be established in each university, linked to the university's vice president for graduate studies and scientific research. It shall oversee all graduate programs at the university, coordinate among them, recommend their approval, evaluate them, and conduct ongoing reviews of them.

Article 5

  • The Deanship of Graduate Studies shall have a council that is responsible for considering all matters related to graduate studies at the university and making the necessary decisions within its jurisdiction in accordance with the provisions of this regulation. It shall specifically have the following responsibilities: -

    • 1- Proposing the general policy for graduate studies or amending it, coordinating it across all colleges and institutes of the university, and following up on its implementation after approval.

    • 2- Proposing internal regulations in coordination with the academic departments regarding the organization of graduate studies.

    • 3- Proposing the admission criteria for graduate studies, implementing them, and supervising them.

    • 4- Recommending the approval of newly developed programs after studying them and coordinating them with existing programs.

    • 5- Recommending approval of graduate study courses and any modifications or changes that may occur to them or to the programs.

    • 6- Recommending the titles of higher degrees in both Arabic and English based on the recommendations of the college councils.

    • 7 - Recommending the granting of academic degrees.

    • 8 - Deciding on all student affairs related to graduate students at the university.

    • 9- Approving the formation of supervisory committees and discussing academic theses.

    • 10- Establishing the general framework for the research plan and the rules governing how to write, print, and present the academic thesis, as well as models for the discussion committee reports and judgments on the theses.

    • 11- Periodically evaluating graduate programs at the university through committees or specialized bodies from within or outside the university.

    • 12- Reviewing the periodic reports submitted by the academic departments at the university.

    • 13- Considering matters referred to it by the University Council, its president, or the university director for study and opinion.

Article 6

  • The Council of the Graduate Studies Deanship is composed as follows: -

    • 1- The Dean of Graduate Studies, who presides over the Council.

    • 2- The Dean of Scientific Research.

    • 3- The Vice Dean of Graduate Studies, who serves as the Secretary of the Council.

    • 4- One faculty member from each college that offers graduate studies, holding at least the rank of Associate Professor, appointed by a decision of the University Council based on the recommendations of the College Councils and the approval of the University President, with appointments lasting for two years, renewable.
      The Council meets at least once a month at the invitation of its President, and the meeting is valid only with the presence of two-thirds of its members. Decisions are made by a majority of the votes of the attending members, and in the event of a tie, the side with the President prevails. The decisions of the Council are considered effective unless challenged by the University President within fifteen days from the date they are received.
      The Council of the Deanship may form permanent or temporary committees from among its members or others to study matters assigned to them.

Chapter 4: Newly Introduced Programs
