Statute of the Saudi Broadcasting Authority

Article 1

Previous Amendments

The following phrases and terms - wherever they appear in this regulation - shall have the meanings specified next to them, unless the context requires otherwise:
Ministry: Ministry of Media.
Minister: Minister of Media.
Authority: Saudi Broadcasting Authority.
Council: Board of Directors of the Authority.

President: President of the Authority.
Regulation: Regulation of the Authority.

Article 2

A public authority called the "Saudi Broadcasting Authority" is established under this regulation, enjoying independent legal personality, as well as financial and administrative independence, and is organizationally linked to the Minister.

Article 3

The headquarters of the Authority shall be in the city of Riyadh, and it may establish branches and offices inside and outside the Kingdom as needed.

Article 4

The Authority aims to convey the message of the Kingdom to all its regions and to the world through words and images using the latest technological means, taking into account the following:
1- The public policies of the state in all fields, and what is stipulated by the relevant regulations and instructions.
2- The development of values derived from Islamic Sharia and their promotion, establishing ethical and spiritual principles, and deepening national unity.
3- Enhancing radio and television services, ensuring they are directed towards serving national interests and economic and social development, and developing the activities and concepts of broadcasting media in both audio and visual forms.
4- Contributing to the dissemination of national, Islamic, and human heritage, promoting culture, and raising awareness of it.

Previous Amendments

1- The Authority shall have a Board of Directors formed as follows:
A- The Minister of Media as the Chairman
B- A representative from the Ministry of Interior as a member
C- A representative from the Ministry of Foreign Affairs as a member
D- A representative from the Ministry of Finance as a member
E- A representative from the Ministry of Media as a member
F- A representative from the Ministry of Culture as a member
G- A representative from the Communications and Information Technology Commission as a member
H- Two members with expertise and opinion in the field of the Authority's activities, appointed by a decision of the Council of Ministers based on a proposal from the Minister, with a membership term of three years, renewable once.
The rank of the representatives of government agencies must not be less than the (fourteenth) rank or its equivalent, and the Minister shall select a deputy from among the representatives of those agencies.
2- The remuneration of the members of the Council shall be determined by a decision of the Council of Ministers.

Article 7

Previous Amendments

The Council is the supreme authority in the body and is responsible for supervising it and managing its affairs. It has the authority to take the necessary decisions and actions to achieve the purposes for which the body was established in accordance with the provisions of this law and the regulations issued thereunder. In particular, it has the following responsibilities:
1. Approving the general policies of the body related to its activities and the plans and programs necessary for their implementation.
2. Approving the structure and organizational guide of the body.
3. Issuing the administrative and financial regulations that govern the body in agreement with the Ministry of Finance and the Ministry of Civil Service, as well as other internal regulations, and the regulations related to programmatic, technical, and service matters provided by the body.
4. Approving the draft annual budget of the body and submitting it in accordance with the legal procedures.
5. Approving the annual final account of the body and submitting it in accordance with the legal procedures.
6. Appointing an external certified auditor and an internal financial controller.
7. Approving the annual report of the body’s activities and submitting it in accordance with the legal procedures.
8. Approving the acceptance of gifts, donations, endowments, aids, grants, and bequests offered to the body.
9. Reviewing the periodic reports submitted regarding the progress of work in the body and its financial position.
10. Approving the establishment of branches, offices, and production centers necessary to achieve the body’s objectives domestically and internationally, in accordance with the regulations.
11. Approving the purchase, sale, and investment of real estate.
12. Approving the conclusion of agreements and contracts, and authorizing the head of the body to sign them.
13. Approving the establishment of companies and agencies by the body that perform activities related to its nature of work or contribute to their establishment, in accordance with the regulations and in agreement with the Ministry of Finance.
14. Determining the financial compensation for the services provided by the body.
The Council may delegate its chairman, vice-chairman, or a committee of its members some of its powers.

Article 8

1- The Council holds its meetings periodically every (three months), and the Chairman of the Council may call for a meeting whenever necessary or upon the request of at least (three) members.
2- A meeting of the Council is valid if attended by the majority of the members, including the Chairman of the Council or his deputy, and decisions are made by a majority of the votes of those present. In the event of a tie, the side that the Chairman of the meeting voted for shall prevail.
3- The Council may invite anyone it deems appropriate to attend its sessions to benefit from their expertise, without granting them the right to vote.

Article 9

The council may form permanent or temporary committees from among its members or others, and assign to them the tasks it deems necessary. The decision to form each committee shall specify its chairperson, members, and competencies, and it may seek assistance from whomever it deems appropriate to carry out the assigned tasks.

Article 10

Previous Amendments

The Authority shall have a Chief Executive Officer who is appointed and relieved from his position by a decision of the Board of Directors, and the decision shall specify his salary and other financial benefits.
