Basic Law of Broadcasting

Article 1

The Saudi Broadcasting is an independent authority called (The General Directorate of Broadcasting).

Article 2

The reference for this directorate is the Prime Minister.

Article 3

The Prime Minister shall appoint one of the ministers to supervise the affairs of broadcasting.

Article 4

The mission of the Saudi Broadcasting Authority is:
 A- To broadcast the teachings of Islam both domestically and internationally, by disseminating its culture within the country through various methods that the public can understand, elevating their level of awareness, expanding the horizons of intellectuals, and fulfilling the demands of specific groups, as well as promoting the teachings of Islam in other parts of the world by establishing broadcasts in different languages and using methods that align with the nature of each nation to which the broadcast is directed.
B- To assist in the effort to eradicate illiteracy by generalizing cultural awareness.
C- To instill moral virtues in the hearts of individuals, encouraging them and deterring them from bad habits and traditions.
D- To elevate the level of social taste.
E- To simplify the Arabic language and strive to generalize its understanding and usage among the general populace.
F- To raise the level of each class of society and fulfill their cultural and social demands in specific and general educational arenas.
G- To revive Arabic literature and the achievements of Arabs.
H- To encourage urban and economic development in the country.
I- To disseminate comprehensive facts about the social, cultural, urban, and economic realities of the country, instilling a sense of reassurance among citizens regarding the present and future of their country, and providing listeners abroad with an accurate image.
J- To keep the nation informed about developments in events and knowledge around the world.
K- To strengthen the bonds of brotherhood among Arab countries, and to work towards connecting ties and unifying the voice of Arabs, gathering them for their mutual benefit in the present and future.
L- To work towards achieving the Islamic idea of unity among the Muslim world and their cooperation in righteousness and piety.
M- To maintain feelings of friendship and cooperation between Saudi Arabia and all Arab and Islamic countries, as well as with all countries of the world whenever possible, to realize the Islamic idea of a secure and peaceful life for the world.

Article 5

The official language of Saudi broadcasting is Arabic, and it is permitted to establish broadcasts in various other languages within the limits of the purposes outlined in Article Four of this decree.

Article 6

To achieve the purposes stated in Article Four of this decree, the Saudi Broadcasting Corporation has the right to utilize all means necessary to fulfill its objectives, including:
 A- Establishing major main stations.
B- Establishing stations throughout the Kingdom.
C- Publishing collections of radio broadcasts.
D- Issuing a broadcasting magazine.
E- Printing publications.
F- Creating a scientific library, reading clubs, and lectures.
G- Engaging in broadcasting exchanges with all other radio stations.

Article 7

In order to achieve the purposes stated in Article Four of this decree, all governmental and private entities are also required to facilitate the mission of the broadcasting service and provide all means of cooperation to it, when the broadcasting service requests, either through the supervisor or directly as appropriate and according to the nature of the work, from any of those entities anything related to that, each within its area of competence.

Article 8

The Saudi Broadcasting Authority is prohibited from broadcasting any materials that result in any of the following:
 A- Contradicting the Book of Allah and the Sunnah of His Messenger.
B- Creating division among citizens, harming their interests, or damaging the reputation of the country.
C- Harming the interests of Arabs and their unity.
D- Creating any division among the Islamic world or weakening the bonds of brotherhood among its peoples.
E- Favoring any bloc of international powers or confronting any of them in a manner that harms the interests of the country.
F- Targeting personal matters through propaganda or defamation.

Article 9

The broadcasting authority is managed by a Director General with the rank of Undersecretary, who is responsible for everything broadcasted by the radio and published in its magazine, publications, and announcements before the supervisor of radio affairs. The Director General of the radio has full rights to the following:
 A- Preparing the radio's budget and forming the necessary administrative apparatus to ensure the smooth operation of work and obtaining the approval of the reference for that.
B- Establishing the internal regulations of the radio and its various departments as deemed necessary to secure the interests of the work and according to what is required by its nature and various circumstances.
C- Authorizing broadcasts or declining broadcasts concerning all materials received by the radio.
D- Modifying what is received by the radio from various governmental and private entities as deemed consistent with the purposes of the radio outlined in Article Four of this decree, except for what is received for broadcasting as a government announcement; in this case, according to the provisions of Article ( ) of the General Employees Law, he may only express an opinion to his reference regarding it.

Article 10

The General Director of the Broadcasting Authority shall contact the supervisor of the broadcasting in general cases regarding what is stated in paragraphs (c, d) and what is stated in paragraph (a) during implementation.
