- The entity wishing to hold the conference or seminar shall arrange for this before the beginning of the fiscal year and prepare a preliminary annual schedule - as much as possible - provided that the subject of the conference or seminar falls within the jurisdiction of the entity or its field of work.
- Subject to the provisions of paragraph (3/b) of this item, the competent Minister or the President of the independent entity, or whoever he delegates for that purpose, shall approve the objectives and main themes of the conference or seminar and the participants therein.
- A. The competent Minister or the President of the independent entity has the authority to approve the holding of the conference or seminar, provided that the Ministries of Interior and Foreign Affairs are provided with a copy of the approval decision, including the objectives of holding the conference or seminar, the main themes, and the proposed names for participation, at least two months prior to the date of the conference or seminar. The Ministry of Interior and the Ministry of Foreign Affairs shall express their views regarding the names participating from outside the Kingdom within a period not exceeding one month from the date they are notified of the decision.
B. If the conference or seminar has a special nature - as determined by the competent Minister or the President of the independent entity - or if the entity deems it necessary to invite high-level figures (heads of states, prime ministers, current or former ministers, and those in similar positions, or officials in regional and international organizations), the concerned entity must submit a request to the High Authority to obtain the necessary approval, at least three months before the date of the conference or seminar, specifying the names of those who require the state to host them, ensuring that the request is limited to the minimum necessary, such as: heads of states and current or former heads of governments, or those whom the High Authority deems appropriate to host.
- Invitations to senior participants (heads of states, prime ministers, current or former ministers, and those in similar positions, or officials in regional and international organizations) shall be directed by the competent Minister or the President of the independent entity.
