1. Guide to the Qualifications for Positions Covered by the Health Jobs Regulation

Previous Amendments

First: Definitions related to the references of this guide

  • The definitions provided in the Health Jobs Regulation (especially those in Article One) are considered a reference for the terms or phrases mentioned in this guide, in addition to the following definitions:

    • 1/1 General Definitions:

      • 1- Group:

        • It is the broad framework of job classification to which several categories with similar nature of work belong, such as the group of doctors.

      • 2- Category:

        • It is a sub-division of the group where the jobs of each category share similarities in terms of the nature of work, level of difficulty of duties, type and amount of responsibility, thus requiring similar scientific and practical qualifications, as well as corresponding knowledge, ability, and skill type and level, which necessitates granting its occupants a similar salary (such as the category of Resident Doctor).

      • 3- Level:

        • It is an indicator of the salary position of the category at a certain level of duty difficulties and amount of responsibility, and each level represents a stage within the job range of each category within groups of multiple categories (like doctors) or for each group of single-category groups like specialists.

      • 4- Grade:

        • It is the horizontal division of the level and refers to the periodic increment within each level.

    • 1/2 Definition of Health Job Groups and Their Categories:

      • 1- Group of Doctors:

        • This is the group whose categories are related to human medicine or dentistry, and obtaining a bachelor's degree in medicine and surgery or dentistry after successfully completing the necessary training period for graduation is considered the minimum requirement for appointment to it. This group is divided into the following categories: (Resident Doctor, Deputy Doctor, Consultant Doctor)

      • 2- Group of Pharmacists:

        • This is the group whose categories are related to pharmacy in terms of drug formulation, preservation, dispensing, and guiding patients on their usage methods. Obtaining a university degree in the relevant field is considered the minimum requirement for occupying it. This group is divided into the following categories: (Pharmacist, Senior Pharmacist, Consultant Pharmacist).

      • 3- Group of Specialists (Non-Doctors):

        • This includes specialists and technicians with health-related specialties, where obtaining a university degree in the relevant field is the minimum requirement for occupying the specified jobs. This group is divided into the following categories: (Specialist, Senior Specialist, Consultant Specialist).

      • 4- Group of Technicians:

        • This includes technicians with the necessary specialties for various health services that require a specialized preparatory program in the nature of work lasting no less than two years after completing secondary education. The classification title for the sole category of this group is (Technician).

      • 5- Group of Health Assistants:

        • This includes health assistants who provide supportive health services that require a specialized preparatory program in the nature of work lasting no less than one year after completing secondary education. The classification title for the sole category of this group is (Health Assistant).

Secondly: Organizational Titles for Categories of Health Job Groups

Previous Amendments
  • The organizational titles are determined by agreement between the Ministry of Human Resources and Social Development and the relevant health authorities in accordance with Article Two of the Health Jobs Regulation and the attached salary scale.

Third: The legal documents for this evidence

Previous Amendments
  • 1. Article Three of the Regulation of Health Jobs states (The health jobs covered by this regulation shall be filled in accordance with the Appurtenance of Qualifications attached hereto, and this Appurtenance may be amended by agreement between the Minister of Human Resources and Social Development and the relevant Minister).

  • 2. The provision of Article Five of the Regulation states (An employee may be promoted to a higher level before the required duration of staying at the established level has expired if they obtain an academic qualification and successfully complete a training program related to the work, the duration and level of which shall be determined by regulations set by the Ministry and the Ministry of Human Resources and Social Development).

  • 3. Article Eight of the Regulation states (An employee defined in accordance with the provisions of this regulation shall be granted the minimum salary of the first level of the defined category according to the salary schedule attached to the regulation, and as an exception, it may be agreed between the entity and the Ministry of Human Resources and Social Development to grant the defined employee a salary that exceeds the minimum if they possess qualifications or experiences that exceed what is required for the defined category).

Fourth: General Controls

Previous Amendments
  • When applying this evidence, the following should be considered:

    • 1. The job titles specified in Appendix No. (3) of the Health Jobs Regulation.

    • 2. The conditions for occupying the health jobs specified in Section (Fifth) of this evidence.

    • 3. Only the academic and professional degrees, preparatory programs, training courses, and experience (in terms of field, title, and duration) accepted by the authority and the Ministry of Human Resources and Social Development will be considered.

    • 4. The term "year," when mentioned in the context of education or training, refers to an academic year (at least nine months) and, in the context of practical experience, a full year (twelve months).

    • 5. The considered years of experience specified for the categories mentioned in this evidence are those acquired after obtaining the academic or professional training qualification that constitutes the minimum required qualification for each category.

Previous Amendments
  • Subject to the general controls mentioned in Section (Fourth) of this evidence, the following conditions must be met to occupy health positions, whether by appointment, promotion from one category to a higher category, or transfer:

    • A- The necessary qualifications for these positions specified in paragraph (5/2) of this section must be available.

    • B- A professional classification certificate for the scientific and practical qualification of the health practitioner from the Saudi Commission for Health Specialties confirming their professional competence for the category to be occupied must be provided.

    • C- A valid professional registration for the health practitioner issued by the Saudi Commission for Health Specialties must be available.

    • D- The health practitioner must have obtained at least a rating of (Good) in the last performance evaluation prepared for them in the case of promotion, appointment from one category to another, or transfer.

    • E- When promoting the health practitioner from one category to a higher one, it is required that they obtain a nomination from their workplace according to controls agreed upon between the entity and the Ministry of Human Resources and Social Development to prioritize among the eligible staff for promotion, while their professional evaluation will be according to the professional classification issued by the Saudi Commission for Health Specialties.
