The Ministry of Civil Service classifies jobs, including contractual positions, and determines the method of classification and the requirements for filling them according to rules set forth in the regulation.

Taking into account the provisions of other regulations, the following conditions must be met for appointment to positions:
A- Saudi nationality is required, and non-Saudis may be temporarily employed in positions that require competencies not available among Saudi applicants for these positions, based on rules established by the Council of Ministers.
B- Must be at least eighteen years of age.
C- Must be medically fit for service.
D- Must have good conduct and morals.
E- Must hold the required qualifications for the position, and the Council of Ministers may grant an exemption from this condition.
F- Must not have been convicted of a legal penalty, or retribution (Qisas), or sentenced to imprisonment for more than one year, or convicted and penalized for any of the following crimes: bribery, forgery, embezzlement, drug trafficking or abuse, or promoting or trading in narcotics, or if convicted, at least one year must have passed since the completion of the penalty or exemption from it.
G- Must not have been dismissed from public service for disciplinary reasons, or if dismissed, at least one year must have passed since the date of dismissal.
Additional conditions may be added to the regulation for appointment to certain positions.

Article 6

Previous Amendments

The positions of grade (fourteenth) and (fifteenth) shall be filled by a decision from the Council of Ministers, while the positions of grade (thirteenth) and below shall be filled by a decision from the competent Minister in accordance with the conditions, controls, and procedures specified for these positions. Notwithstanding this; it is permissible to transfer those occupying grade (fourteenth) or grade (fifteenth) within the entity by a decision from the competent Minister, after obtaining the approval of the Prime Minister.

Article 7

Previous Amendments

The Ministry of Civil Service announces the positions at the (tenth) rank and below, as well as those equivalent to it in the civil service salary scales. All applicants for these positions are subject to an evaluation whose criteria and procedures are determined by the Ministry of Civil Service in light of the job requirements. After an agreement between the Minister of Civil Service and the relevant Minister, the Administrative Agency may announce the positions that are agreed upon according to the criteria and procedures set by the Ministry of Civil Service.
