Rules for Determining the Boarding Grades of Employees and Workers in Public Agencies, Both Civilian and Military

First

The following two terms - wherever they appear in these rules - shall have the meanings explained opposite them:

1- The Public Authority: Every authority established by the State - represented by any of its three branches - and any authority that may be established in the future, including government authorities and authorities with public legal personality, whether their budget is within the State budget or outside it, excluding authorities covered by the two sectors (private and non-profit) as they are considered non-public authorities.

2- Employee and Worker: Every person working - whether civilian or military - for the public authority, whether subject to theCivil Service Law, or military service laws, or theLabor Laws and Social Insurance.

Secondly

The travel classes for employees and workers in public agencies shall be as follows:

1- Economy class - or its equivalent - for employees of grade (eleven) and below on the general employee scale, and the equivalent for others among employees and workers on other job scales.

2- Business class - or its equivalent - for employees of grades (fourteen), (thirteen), and (twelve) on the general employee scale, and the equivalent for others among employees and workers on other job scales. If this class is not available, the provisions of paragraph (1) of this clause shall apply to them.

3- First class - or its equivalent - for employees of grade (fifteen) and above on the general employee scale, and the equivalent for others among employees and workers on other job scales. If this class is not available, the provisions of paragraph (2) of this clause shall apply to them.

Previous Amendments
  • Exception to clause (Second) of these rules:

    • 1- The boarding for the employee or worker assigned to a rank other than his own shall be at the boarding class designated for the assigned rank.

    • 2- The senior official in the public agency may board the employee or worker representing the Kingdom in an official delegation or accompanying an official delegation at a boarding class higher than the class designated for him.

Fourth

A committee shall be formed within the Ministry of Finance consisting of representatives from: the Ministry of Finance, the Ministry of Human Resources and Social Development, the General Authority of Civil Aviation, the Transport General Authority, the National Center for Government Resource Systems, and the General Secretariat of the Military Service Council; tasked with the following:

1- Issuing the necessary regulations and detailed mechanisms for the transportation of employees and workers in public agencies, including the equivalence of transportation grades and matters related to determining the priority means of transportation in cases where more than one means of transportation is available for transport.

2- Deciding on the resolution of any case or issue arising from the application of these rules.
