Chapter 1: Definitions

Article 1

  • The terms and phrases mentioned below - wherever they appear in this Regulation - shall have the meanings specified next to each, unless the context requires otherwise:

    • Regulation: Regulation of educational jobs.

    • Ministry: Ministry of Education.

    • Minister: Minister of Education.

    • Commission: Education and Training Evaluation Commission.

    • Educational jobs: The permanent positions approved in the budget or those assigned according to the names mentioned in the Regulation.

    • Professional standards: All that must be known and practiced by holders of educational jobs according to the values and responsibilities of the teaching profession, as determined in the documents of professional standards and career paths issued by the Commission.

    • Professional license: A document issued by the Commission according to specific standards; its holder is qualified to practice the teaching profession according to specific ranks and a specified time period, and according to the organization and regulations of the Commission.

    • Professional development: An organized process for developing scientific and educational knowledge and skills according to professional standards.

    • Ranks: The names of educational jobs listed in the salary scale attached to the Regulation.

    • Assistant Teacher: One who holds this rank and performs supportive tasks for the teaching profession.

    • Teacher: One who practices the teaching profession upon the enforcement of the Regulation and holds a qualification below the university level and has been assigned to this rank.

    • Practicing Teacher: One who has met the conditions for obtaining this rank and has begun to perform its tasks and responsibilities.

    • Advanced Teacher: One who has met the conditions for obtaining this rank and has begun to perform its tasks and responsibilities.

    • Expert Teacher: One who has met the conditions for obtaining this rank and has begun to perform its tasks and responsibilities.

    • School Vice Principal: One who assists the school leader in performing his duties and acts on his behalf in his absence, and has met the professional standards and necessary conditions.

    • School Leader: The primary responsible person for implementing educational policy, according to specific powers within the school at all educational stages, who has met the professional standards and necessary conditions.

    • Educational Supervisor: One who provides a range of educational services, processes, and consultations aimed at helping the school achieve educational goals and objectives, and has met the professional standards.

    • Educational Expert: One who provides a range of services, processes, research, and studies aimed at helping education administrations achieve educational goals and objectives, and has met the professional standards and necessary conditions.

    • Educational workload: The total number of class periods that holders of educational jobs must perform during the weekly working days.

    • Class periods: The teaching periods that holders of educational jobs are assigned to teach during the weekly working days within the approved curriculum plan for the specialized subjects in the school’s educational stages.

Chapter 2: Functions

Article 2

  • The stages of general education shall be as determined by the education system.

Article 3

  • The ranks shall be according to the salary scale attached to the regulation with the following names: 

    • 1. Expert Scientist.

    • 2. Advanced Teacher.

    • 3. Practicing Teacher.

    • 4. Teacher/ Assistant Teacher.

Article 4

  • Positions are created in the state’s general budget, and the Ministry is responsible for allocating and distributing them to schools in the stages of general education according to their needs, in accordance with the approved school structure.
