After reviewing the transaction received from the Royal Court numbered 24849 dated 24/5/1439 AH, regarding the draft regulation of the National Center for Educational Professional Development.

And after reviewing the aforementioned draft regulation.

And after reviewing the regulation of the Technical and Vocational Training Corporation, approved by Council of Ministers Decision No. (268) dated 14/8/1428 AH.

And after reviewing the regulation of the Education and Training Evaluation Commission, approved by Council of Ministers Decision No. (108) dated 14/2/1440 AH.

And after reviewing the Royal Order No. (28688) dated 14/6/1439 AH.

And after reviewing Council of Ministers Decision No. (511) dated 2/9/1440 AH.

And after reviewing the minutes No. (1350) dated 16/11/1438 AH,

and No. (1356) dated 17/10/1439 AH, and No. (55) dated 10/1/1440 AH,

and No. (613) dated 6/4/1440 AH, and No. (2160) dated 19/12/1440 AH,

and the memorandum No. (189) dated 17/2/1439 AH, prepared by the Bureau of Experts at the Council of Ministers.

And after reviewing the recommendation prepared in the Council of Economic and Development Affairs No. (26-4/41/D) dated 9/2/1441 AH.

And after reviewing the recommendation of the General Committee of the Council of Ministers No. (1126) dated 18/2/1441 AH.

The following is decided:

• First: Approval of the regulation of the National Center for Educational Professional Development, in the attached form.

• Second: Employees who are decided to be transferred from the Ministry of Education to the Center shall be treated in accordance with the rules and arrangements issued by Council of Ministers Decision No. (616) dated 20/10/1442 AH.

• Third: Transfer the budget allocated for the National Center for Educational Professional Development in the Ministry of Education to the National Center for Educational Professional Development.

The following words and phrases are intended to have the meanings specified next to each, unless the context requires otherwise:

• Regulation: Regulation of the National Center for Educational Professional Development.

• Institute: National Center for Educational Professional Development.

• Council: Board of Directors of the Institute.

• President: President of the Institute.

• Ministry: Ministry of Education.

• Minister: Minister of Education.

• Commission: Education and Training Evaluation Commission.

• Educational Sector: General Education.

1- A center shall be established under the name "National Center for Educational Professional Development," which shall have public legal personality and financial and administrative independence, and shall be organizationally linked to the Minister.

2- The main headquarters of the center shall be located in the city of Riyadh, and the Council may, by decision, establish branches of the center within the Kingdom.

The institute aims to achieve the following:

• 1- Support the professionalization of public education and elevate the level of educational professional practices to a level of professionalism.

• 2- Build a system for professional development in the public education sector that is highly efficient and effective, and support its implementation.

• 3- Organize professional development processes and programs, and regulate their quality to ensure their efficiency and effectiveness in the educational sector.

• 4- Enhance sustainable professional development in the educational sector by building diverse professional pathways and development frameworks.

• 5- Prepare educational leaders by identifying, attracting, and qualifying them.

The institute shall undertake all necessary actions to achieve its objectives, including the following:

• 1- Establishing policies, specifications, and procedures that ensure the quality of professional educational development in educational institutions, and formulating the regulations that ensure their implementation.

• 2- Establishing regulations related to the practice of the profession of professional development in the educational sectors, and formulating them to ensure their application at various levels, and preparing regulations that organize the technical supervision over them.

• 3- Establishing standards and specifications related to the establishment and operation of professional development centers in the educational sectors, and preparing regulations that organize the technical supervision over those centers.

• 4- Defining specifications and regulations for the qualification programs of educational practitioners and their professional development, and approving them.

• 5- Conducting periodic reviews and evaluations of the performance of professional development centers in the educational sectors, in coordination with the authority.

• 6- Approving qualification programs for teachers that do not end with a qualification in the educational sector.

• 7- Approving professional development programs that do not end with a qualification in coordination with relevant entities, for various practitioners of the teaching profession in the educational sectors.

• 8- Approving qualification programs for professional development practitioners that do not end with a qualification in the educational sector.

• 9- Licensing providers of professional development services in the educational sector, in coordination with the authority.

• 10- Establishing conditions for practitioners in the professional development industry in the educational sector in coordination with the authority.

• 11- Conducting studies and scientific research related to professional development in the educational sector, in partnership with specialized research centers.

• 12- Providing consultations related to professional development in the educational sector.

• 13- Offering specialized quality programs for practitioners of the teaching profession and professional development, and educational leaders in the educational sector, in accordance with the applicable regulations.

• 14- Representing the Kingdom in organizations and bodies related to professional educational development.

The Council is the supreme authority of the Institute, responsible for overseeing its affairs, managing its operations, and directing its matters. It establishes the general policy that it follows and makes all necessary decisions to achieve its objectives within the framework of the regulations. It has, in particular, the following powers and competencies:

• 1- Approving the general policies of the Institute and outlining its directions.

• 2- Approving the strategic plan of the Institute.

• 3- Approving the organizational structure of the Institute.

• 4- Approving the establishment of branches of the Institute.

• 5- Approving the administrative and financial regulations of the Institute in agreement with the Ministry of Finance.

• 6- Approving the controls related to practicing professional development in various educational sectors.

• 7- Approving the standards and specifications related to the establishment and operation of professional development centers in various educational sectors.

• 8- Approving the standards for educational professional development programs that do not culminate in a qualification.

• 9- Approving the licensing regulations for centers and providers of educational professional development services.

• 10- Approving the internal regulations of the Institute and the regulations specific to its activities.

• 11- Approving the draft budget of the Institute, its final account, the auditor's report, the annual report, and submitting what is necessary according to the legal procedures.

• 12- Approving the appointment of the external auditor to audit the accounts of the Institute.

• 13- Approving the financial compensation for the services provided by the Institute.

• 14- Accepting gifts, donations, bequests, and endowments, in accordance with the regulations.

• 15- Approving the performance measurement indicators of the Institute.

• 16- Approving the annual plan of the Institute to achieve its goals and aspirations.

• 17- Approving the strategic partnerships entered into by the Institute.

• 18- Forming committees and delegating them with the powers deemed appropriate to accomplish the tasks assigned to them.

The Council may delegate some of its powers to its President or to any of its members or staff as it sees fit.

1- The Council meetings are held at the institute's headquarters, chaired by the Chair of the Council or a member designated by them, and may be held at another location within the Kingdom if necessary.

2- The Council holds its meetings periodically four times during the academic year, and the Chair of the Council may call for a meeting whenever necessary.

3- The validity of the meeting requires the presence of a majority of the Council members, including the Chair or their designee, and decisions are made by a majority of the votes of those present; in the event of a tie, the side with which the Chair of the meeting voted is favored.

4- The deliberations and decisions of the Council are recorded in minutes signed by the Chair of the meeting and the attending Council members.

5- The Council may invite anyone it deems appropriate to attend its sessions without the right to vote.

The Council shall have a General Secretariat, and a Secretary-General from the institute's staff appointed by a decision of the President of the Council, who shall perform the following tasks:

• 1- Preparing the agenda of the Council.

• 2- Documenting the Council's discussions and decisions in minutes, and obtaining the signatures of the members on them.

• 3- Executing any task assigned to him by the Council.

The institute shall have a president who is appointed to his position and relieved by a decision from the Council. The decision shall specify his salary and other financial benefits. He shall lead and manage the institute towards achieving its objectives and shall perform the tasks that enable him to do so, and he shall specifically have the following:

• 1- Supervising the preparation of the institute's strategic plan.

• 2- Proposing the administrative and financial regulations of the institute and the regulations related to its activities, and submitting them to the Council for approval.

• 3- Proposing the controls related to practicing the profession of professional development in various educational sectors and submitting them to the Council for approval.

• 4- Proposing the standards and specifications related to the establishment and operation of professional development centers in various educational sectors and submitting them to the Council for approval.

• 5- Proposing the accreditation standards for non-degree educational professional development programs and submitting them to the Council for approval.

• 6- Proposing the licensing regulations for educational professional development centers and service providers and submitting them to the Council for approval.

• 7- Supervising the preparation of the institute's annual report, its budget project, and its final account; and presenting it to the Council.

• 8- Supervising the submission of a proposed plan for the institute's activities for the new year.

• 9- Submitting his observations and proposals for the development of the institute to the Council for approval.

• 10- Proposing the opening of branches of the institute within the Kingdom and submitting them to the Council for approval.

• 11- Attracting expertise and building partnerships that would support the institute's capabilities.

• 12- Representing the institute before the judiciary, government agencies, institutions, and other relevant bodies, as well as other entities, both within and outside the Kingdom.

• 13- Organizing the institute's participation in local, regional, and international conferences, seminars, and exhibitions.

• 14- Executing any task assigned to him by the Council within his area of competence.
