We, Salman bin Abdulaziz Al Saud

Based on Article (Seventy) of the Basic Law of Governance, issued by Royal Order No. (A/90) dated 27/8/1412 AH.
Based on Article (Twenty) of the Council of Ministers Law, issued by Royal Order No. (A/13) dated 3/3/1414 AH.
Based on Article (Eighteen) of the Shura Council Law, issued by Royal Order No. (A/91) dated 27/8/1412 AH.
After reviewing Shura Council Resolution No. (28/345) dated 17/11/1447 AH.
After reviewing Council of Ministers Resolution No. (79) dated 15/1/1448 AH.
We have decreed the following:
First: Exempt the following categories – beneficiaries transferred from the Social Security System (abolished), issued by Royal Decree No. (M/45) dated 7/7/1427 AH, to the Social Security System issued by Royal Decree No. (M/32) dated 4/4/1442 AH – from the provisions of paragraph (2) of Article (Nine) of the Social Security Law issued by Royal Decree No. (M/32) dated 4/4/1442 AH, who are:
- 1- Elderly persons with no income.
- 2- Persons with disabilities who have no guardian.
- 3- Orphans with special circumstances who have no guardian.
Second: It is incumbent upon His Highness the Prime Minister, the Ministers, and the heads of the concerned independent authorities – each within their jurisdiction – to implement this decree.
