The following terms and phrases - wherever they appear in this regulation - shall have the meanings indicated next to them unless the context requires otherwise:
Council: Administrative Judicial Council.
President: President of the Council.
Regulation: Judicial Inspection Regulation.
Courts: Courts of the Board of Grievances.
Administration: General Administration of Judicial Inspection.
Authority: Judicial Inspection Authority.
Examination Committee: Committee for Examining Inspection Reports.
Committee Evaluation: Committee for Evaluating Judges.
Inspector: One of the judges who constitute the administration.
Investigator: The judge delegated to investigate with a judge.
Judge: Member of the judiciary.
The administration shall have a body consisting of its head, his assistant, and all full-time inspectors. It convenes under the chairmanship of its head or his assistant in his absence, with the presence of at least two-thirds of the members. Decisions are made by a majority of those present, and in the event of a tie, the side with the meeting's chair prevails. This is recorded in minutes signed by those present.
The authority is responsible for the following:
1- Approving the administration's work plans and their amendments.
2- Approving the inspection and evaluation items and elements, and determining the necessary data for that.
3- Deciding on requests for the recusal and dismissal of inspectors and investigators.
4- Preparing the judicial inspection code, which is approved by the council.
5- Preparing a guide for the technical work of the administration, which is approved by the president.
6- Matters referred to it by the head of the administration.
A committee is formed to review the inspection reports, and its members are appointed by a decision from the head of the administration. It convenes under the chairmanship of the head of the administration or his assistant and includes four judicial inspectors, including the report preparer. The committee issues its decisions by majority vote, and this is recorded in the meeting minutes.
There shall be a file in the administration for each judge in which decisions related to him, inspections of his work, investigations unless concluded with dismissal, and any written warnings or disciplinary decisions issued against him are deposited. Each court shall also have a file in which reports and decisions related to it are deposited.
The inspection, investigation, and evaluation activities, along with their files and records, are confidential and may not be accessed except with the approval of the head of the administration.
For the administration, in order to carry out its tasks, to meet or communicate with the heads of courts or judges or administrations, and to request their input when necessary.
