Basic Regulation for Social Housing

Article 1: Definitions

  • The following phrases and terms - wherever they appear in this Regulation - shall have the meanings specified next to each, unless the context requires otherwise:

    • 1- Social Homes: Residences established by the Ministry of Social Affairs to care for those who do not know their parents, whether male or female, and which are managed and supervised by the Ministry.

    • 2- Resident: A person under the care of the social homes in accordance with the provisions of this Regulation.

    • 3- Care: All that the resident needs during their stay in the social homes in terms of: material, social, psychological, educational, instructional, health, and rehabilitation aspects.

    • 4 - Ministry: Ministry of Social Affairs.

    • 5 - Minister: Minister of Social Affairs.

    • 6 - Rules: The executive rules of this Regulation.

Article 2

The social houses aim to provide care that is close to a natural family life for those who do not have access to family care, in accordance with the regulations set forth.

Article 3

Those who know their father are attached to social housing; according to the regulations set forth by the rules.

Article 4

The rules specify the conditions for admission to social houses and the procedures involved.

Article 5

Social houses are a rehabilitation program for males who will be transferred to the designated social houses; in accordance with the regulations set forth.

Article 6

The social houses shall establish an annual plan for programs and activities, taking into account diversity, age groups, and the necessary resources for their implementation; in accordance with the regulations set forth.

Article 7

1- A monthly allowance shall be granted to the resident; in accordance with the rules determined.
2 - The Ministry shall bear the tuition fees incurred for enrolling the resident in a private school, institute, or university if the resident is not accepted in public schools, universities, or institutes.
3 - The Ministry shall cover the treatment expenses of the resident in a private center or hospital if the resident is not treated in a public center or hospital.
4 - Notwithstanding the condition stated in paragraphs (2) and (3), the Minister may, in cases he deems appropriate, enroll the resident in a private school, institute, or university, and he may also provide treatment for cases he deems appropriate in private centers or hospitals.
5 - The Ministry shall provide transportation for those who are learning, training, or working among the residents.
The rules shall specify the necessary conditions and controls for that.

Article 8

The capacity of each social house shall not exceed (forty) residents, and if it consists of several accommodation units, the capacity of each unit shall not exceed (eight) residents. The regulations shall specify their age categories and the necessary specifications for social houses and their accommodation units.

Article 9

  • The residence in social housing ends in the following cases:

    • A - The transfer of the resident's sponsorship to an alternative care entity after the Ministry's approval.

    • B - The male resident reaching the age of (twenty) or obtaining a high school diploma or its equivalent, whichever comes first. The Minister may, if necessary, extend the resident's stay in those houses until he reaches the age of (twenty-five).

    • C - The marriage of the resident.

    • D - Death.

    • E - Any other case specified by the regulations.

Article 10

The Ministry provides residents in social housing with the necessary rehabilitation, training, and awareness programs as determined by the regulations.
