Regulations of Registration with the Saudi Arabian Football Federation

Chapter 1: Registration

  • 1- The beginning and end of the sports season shall be determined by a decision of the Board of Directors of the Saudi Football Federation in accordance with the laws and regulations issued in this regard.

  • 2- The coordination, classification, and registration period shall commence as follows:

    • - Competitions for age categories and clubs in the second, third, fourth divisions and below shall be according to the circular issued by the Saudi Football Federation (Competitions Committee).

    • - Competitions for Premier and First Division clubs shall be according to the circular issued by the Saudi Football Federation (Professionalism and Player Status Committee).

    • - Futsal competitions shall be determined by the circular issued by the Saudi Football Federation (Futsal Committee).

    • - Women's football competitions shall be determined by the circular issued by the Saudi Football Federation (Women's Football Committee).

    • - Beach football competitions shall be determined by the circular issued by the Saudi Football Federation (Beach Football Committee).

  • 3- All clubs are required to register and classify players in at least two categories and at the minimum for each category.

  • 4- The registration, classification, coordination, and confirmation period ends at the conclusion of each of the specified periods.

  • 5- Players shall be registered and classified in the appropriate category according to their date of birth (Gregorian calendar), and a player may be classified in a higher category immediately above their own category, and is allowed to play from the higher category to the lower category if their age permits.

  • 6- To determine a player's category upon registration and classification at the beginning of each season, it shall be specified in the circular issued by each committee before the start of the sports season.

  • 7- The following conditions must be met for the registration of new players in the club's records:

    • - A player registration form in the game and category specified by the club, with the player's date of birth on the form in the Gregorian calendar, provided that the player is at least seven years old and according to the age limits for each category.

    • - Players under the age of seventeen (17 years) must obtain the consent of their guardian and their signature at the club on the player registration form, and the club shall be responsible.

    • - The registration of Saudi players must be supported by a copy of the national ID starting from the age of ten years beginning from the next sports season 2022/2021, and for those under ten years, a copy of the guardian's family record/birth certificate along with a copy of the passport if possible.

    • - The registration of non-Saudi players must be supported by a resident ID/passport/border number.

    • - The registration of newborn players must be supported by a resident ID/passport.

    • - Five (5) sports personal photos of the player, and in case of renewal, two (2) photos.

    • - A certified medical report must be provided upon the player's registration (the signature of the specialized doctor on the form with name, date, and seal).

    • - Players under the age of ten must provide a letter from the school the player is enrolled in or a certificate from the civil status department.

    • - The player's card shall be issued through the club after uploading the player's photo and registering them in the computer system.

    • - All of the above is under the responsibility of the club.

  • 8- The duration of a first team player's registration with the club in the electronic system shall be directly for a maximum of three sports seasons and a minimum of one sports season according to the player's agreement with the club, and after the registration period ends without an agreement on re-registration between the player and the club, the player will be automatically coordinated through the electronic system on the last day of the last sports season for the player. 

  • 9- Players of the first team who are already registered with their clubs are exempt from the above duration, and their registration period shall be three sports seasons starting from the date of the regulation.

  • 10- If the club enters into an agreement with the player for a financial compensation, it will be a binding agreement that the player can refer to the Dispute Resolution Chamber of the Saudi Football Federation in case of non-fulfillment of the agreement, and all procedures related to that shall apply.

  • 11- In the event of a dispute between two clubs over the registration of a player, the player will be registered in the records of the club that completed their registration first in a systematic manner through the computer.

Chapter 2: Procedures for Coordinating, Confirming, and Classifying Players

  • 1- The club shall coordinate, classify, and register its players according to approved lists from the club management and upload a copy of them to the federation's system, or it may submit the lists to the federation for player coordination, signed by the Chairman of the Board of Directors or his deputy and stamped with the club's seal, including the player's full name / date of birth / player status / classification.

  • 2- Players' cards shall be renewed and issued every sports season.

  • 3- If the number of players falls below the minimum limit for each classification at the beginning of the sports season and on the last day of the first period, these players shall be coordinated, and their signatures shall become free, allowing them to register with any club during the second period.

  • 4- If the number of players exceeds the maximum limit in the classification and registration statement, the names (promoted from the lower classification) shall be removed, followed by the excess names based on their registration date, ensuring that the number of players does not exceed the maximum limit in each classification.

  • 5- If a player is penalized by being removed from his club and a decision is made to exempt him from the penalty, he shall return to his original club unless the club has removed the classification or the classification is complete in the club, in which case the player's signature becomes free, and no other club has the right to register him during the penalty period.

  • 6- After completing the registration, classification, and coordination at the end of the period, the signatures of previously registered players whose names did not appear in the registration, classification, and coordination lists, whether by oversight, intent, or due to club violations, shall become free, and they have the right to register with any club.

  • 7- The club that did not participate in official championships and competitions in a classification throughout the sports season shall have the federation coordinate these registered players in that classification, and their signatures shall become free, allowing them to register with any club starting from the next registration period in the sports season.

  • 8- Players who have been coordinated and whose signatures have become free have the right to sign with any club, provided they comply with the regulations, laws, and instructions issued in this regard, if any.

  • 9- If these players wish to re-register with their original club, they shall be registered according to the conditions for registering new players.

  • 10- Authorized clubs and the Ministry of Sport offices shall issue and renew players' cards during the two registration periods each sports season if clubs require it.

  • 11- A player who loses his card must have the club pay an amount of 200 Riyals for each lost card issued (replacement) if issued from the ministry offices.

  • 12- There shall be a second coordination period coinciding with the winter period in the Professionalism and Player Status Committee, determined by the Saudi Football Federation, which specifies the clubs entitled to this period, as follows:

    • - All clubs are allowed to coordinate players, provided that the number of players is not less than the minimum limit for each classification (16 players).

    • - Players registered during the second period of the sports season and coordinated during that time are not allowed to register again in that period (to prevent a player from being registered with three clubs in one sports season).

    • - No submissions are allowed.

  • 13- The penalties stated for clubs and players shall be applied according to the basic system and the regulations and instructions issued by the Saudi Football Federation and the Ministry of Sport.

  • 14- In the event of any dispute between the player and the club, it shall be referred to the Dispute Resolution Chamber of the Saudi Football Federation, which shall resolve it according to its procedures.

  • 15- The federation has the right to interpret the provisions of this regulation and take what it deems appropriate.
