In this Law, the following terms shall have the meanings assigned thereto, unless the context requires otherwise:
1. Kingdom: Kingdom of Saudi Arabia.
2. Nautical Mile: One thousand eight hundred fifty two meters (1,852 m).
3. Coasts: The Kingdom’s coasts overlooking the Red Sea, the Gulf of Aqaba, and the Arabian Gulf.
4. Convention: United Nations Convention on the Law of the Sea (1982).
5. Baselines: Legally adopted baselines of the maritime zones of the Kingdom in the Red Sea, the Gulf of Aqaba, and the Arabian Gulf.
Internal waters of the Kingdom shall comprise all waters landward of the baselines.
The Kingdom's laws and regulations shall determine the conditions for the entry and exit of vessels into and from its internal waters
The Kingdom's sovereignty shall extend beyond its territorial lands and internal waters to its territorial sea as well as the airspace above its territorial sea, seabed, and subsoil. The Kingdom shall exercise sovereignty over its territorial sea in accordance with the provisions of the Convention and other rules of international law.
1. The territorial sea of the Kingdom shall extend 12 nautical miles seaward measured from the baselines.
2. The outer limit of the Kingdom’s territorial sea is the line every point of which is at a distance from the nearest point of the baseline equal to the breadth of the territorial sea.
Subject to the laws and regulations in force in the Kingdom, vessels of all States shall enjoy the right of innocent passage through the territorial sea of the Kingdom.
Passage shall be innocent so long as it is not prejudicial to the Kingdom's peace, order, or security. Such passage shall take place through the territorial sea in conformity with this Law, the Convention, and any other rules of international law.
