Saudi Yachts Regulation

Article (1): Definitions

Article (2): Purpose

  • This regulation aims to set out the regulatory frameworks for the Saudi yacht within the geographical scope and its related activities and determine the necessary conditions and requirements.

Article (3): Application

  • These regulations shall apply to all Saudi yachts registered with the competent authority within the geographical scope.

Article (4): Yacht Registration and issuance of a Navigational License

  • The registration of the yacht, and the issuance of the navigational license shall be according to the rules and regulations in force with the competent authority.

Article (5): Conditions for issuing a Technical License (Leisure Tourism)

  • 1- The owner or authorized Maritime tourism agent must apply via the electronic platform, attaching a copy of the following supporting documents in Arabic or English:

    • A copy of the navigation license

    • A copy of the general inspection report (it must not have been issued for a year at the time of submitting the application)

    • A copy of the yacht insurance policy covering the geographical scope in addition to the wreck removal

    • A copy of the ship's wireless license (Ship Station License) specifying the basic devices (AIS, Marine VHF, EPIRB)

    • Disclosure of all yacht accessories, including but not limited to: (water toys, drones, water tanks, helicopters), and obtaining the necessary licenses if desired to use them

    • Disclosure of all marine activities that will be practiced within the geographical scope, including but not limited to: (diving, recreational fishing, snorkeling, marine aerobic activities)

  • 2- The Authority shall approve the request for issuing a Technical License (Leisure Tourism) within a period not exceeding (24) twenty-four hours from the completion of the request

  • 3- The Authority has the right to add or cancel any of the eligibility criteria or documents required for the Technical License (Leisure Tourism) request based on its applicant evaluation

  • 4- If the license is rejected, the Authority shall notify the applicant, who may resubmit the application after fulfilling all requirements, obligations, and conditions

Article (6): Conditions for issuing a Tourism Charter License

  • 1- Any owner wishing to rent out his yacht within the geographical scope shall do the following:

    • Appoint designate a Maritime tourism agent licensed by the Authority

    • Ensure that the Maritime tourism agent issues a Tourism Charter license from the Authority, after verifying that the Responsible Authority’s requirements regarding registration and issuance of a navigational and Technical License (Leisure Tourism) are met

  • 2- Tourism Charter License requires an approved contract between the maritime tourism agent and the charterer within the geographical scope

Article (7): Procedures and requirements of issuance of a Tourism Charter license

Article (8): Duration of the Tourism Charter license

  • 1- The validity period of the license shall be six calendar months from the date of issuance of the license, subject to renewal, provided that the validity period of the license does not exceed the expiry date of the navigational and Technical License (Leisure Tourism)

  • 2- Charter licenses issued for yachts prior to the enforcement of these regulations shall remain valid until their expiration or renewal

Article (9): Renewal or cancellation of the Tourism Charter license

  • 1- The Maritime tourism agent shall apply for a renewal of its License at least 14 days before the current License expires and the Authority will renew the license if all requirements are met

  • 2- The Authority has the right to deny renewal or revoke the License if violations by charterer or lessor of any provisions or obligations mentioned in the regulations or carries out activities that pose a significant threat to safety and the environment, or a decrease in the level of services provided, or non-compliance with instructions issued by the Authority or relevant authorities

  • 3- A yacht owner is not allowed to engage in Tourism chartering activity within the geographical scope after the expiry date of the Tourism Charter license

Article (10): Procedures and requirements for Tourism Trip Permit application

  • The Maritime tourism agent or the Owner must submit an electronic application through the electronic platform and attach clear copies of the supporting documents in Arabic and English. If no documents are available in the mentioned languages, a copy translated to Arabic by an approved translator may be submitted along with a copy of the original document, and the required documents are:

    • 1- If the cruising is private:

      • A statement including the names of passengers and their information

      • Determine the sailing destination

      • Evidence that its use is for private purposes

    • 2- If it is a chartering Trip:

      • A declaration including the names of passengers and their information

      • Determine the sailing destination

      • Charter contract
