  • Decision of the Minister of Municipal, Rural Affairs and Housing No. 4400942200/4 dated 26/05/1445 AH

  • The Minister of Municipal, Rural Affairs and Housing

  • Based on the powers granted to him by law

  • Based on Royal Decree No. (M/36) dated 19/4/1438 AH, approving the Engineering Professions Practice Law, and pursuant to the gracious Royal Order No. (17103) dated 26/3/1442 AH, stipulating in the first clause: (The supervisory authority over the Saudi Council of Engineers shall be the Ministry of Municipal, Rural Affairs and Housing), and referring to Ministerial Decision No. 38315 dated 12/7/1439 AH, regarding the issuance of the Implementing Regulation of the Engineering Professions Practice Law, and after coordination with the Board of Directors of the Saudi Council of Engineers concerning the update of the Implementing Regulation, and in implementation of Article (16) of the Engineering Professions Practice Law, which states: "The Minister - in coordination with the Board of Directors - shall issue the Implementing Regulation of this Law within ninety days from the date of its enforcement, and it shall be published in the Official Gazette."

  • Decides the following:

    • First: To issue the Implementing Regulation of the Engineering Professions Practice Law in the attached form.

    • Second: The attached Implementing Regulation to this decision shall be published in the Official Gazette and shall come into effect from the date of its publication.

    • Third: This decision cancels all previous decisions that conflict with it.

    • Fourth: This decision shall be communicated to all concerned for implementation.

  • And Allah is the Grantor of success.

Article 1

Previous Amendments
  • The following words and phrases - wherever they appear - shall have the meanings indicated opposite each of them, unless the context requires otherwise:

  • Law: Engineering Professions Practice Law, issued by Royal Decree No. (M/36) dated 19/4/1438 AH.

  • Regulation: The Implementing Regulation of the Law.

  • Ministry: Ministry of Municipal and Housing Affairs.

  • Minister: Minister of Municipal and Housing Affairs.

  • Council: Saudi Council of Engineers.

  • Board of Directors: Board of Directors of the Council.

  • Committee: Professional Accreditation Committee of the Council.

  • Review Committee: One or more committees to consider violations of the Law, pursuant to Article (12) of the Law.

  • Enforcement Officer: An employee of the Council appointed by a decision of the Minister to enforce violations of the provisions of the Law and its Regulation.

  • Engineering Work: Studies, designs, drawings, supervision, implementation, operation, and maintenance in the branches and specializations of engineering.

  • Practice of Engineering Professions: Performing any engineering work practiced in the branches and specializations of engineering.

  • Professional Accreditation: Registration with the Council and obtaining the professional grade.

  • Professional Grade: The professional grade obtained by the engineer from the Council upon professional accreditation.

  • Engineer's Charter: The set of rules regulating the ethics and conduct of practicing engineering professions, approved by the Council.

  • License: The license granted by the Ministry to engineering offices and companies when practicing any of the engineering professions, in accordance with the practice standards and licensing conditions set by the Council.

Article 2

  • The Board of Directors shall form a Professional Appropriation Committee at the Authority, consisting of no less than five members with expertise and specialization.

Article 3

  • The Authority, in coordination with the Ministry and the Committee, shall prepare the rules of procedure for the Committee, which shall be approved by a decision of the Minister.

Article 4

  • The categories of professional appropriation in the authority consist of the following:

  • A- Engineer: the natural person practicing the profession and holding a bachelor's degree in any of the engineering disciplines from one of the Saudi universities, or its equivalent from one of the recognized universities.

  • B- Specialist: the natural person practicing the profession and holding a bachelor's degree in any of the supporting engineering disciplines from one of the Saudi universities, or its equivalent from one of the recognized universities.

  • Technician: the natural person registered with the authority, according to the conditions and regulations set by the authority.

Article 5

  • The professional grades for the engineer are as follows:

  • A- Engineer.

  • B- Associate Engineer.

  • C- Professional Engineer.

  • D- Consulting Engineer.

Article 6

  • The Authority shall define the engineering professions, the supporting engineering professions, the classification rules and requirements, the professional degree requirements, the duration of professional appropriation and the procedures for its renewal, the financial fees associated with it, and shall be approved by a decision from the Board of Directors.

  • The authority issues the Engineer's Charter, which outlines the rules governing the ethics of practicing engineering professions and the behaviors that the professionally certified must adhere to.

Article 9

  • The Authority establishes regulations and conduct for practicing engineering activities, which are approved by a decision from the Board of Directors.
