Chapter 1: Definitions

Article 1

  • The words and phrases mentioned below - wherever they appear in this Regulation - shall have the meanings specified next to each of them:

  • Regulation: Engineering Jobs Regulation.

  • Ministry: Ministry of Human Resources and Social Development.

  • Minister: Minister of Human Resources and Social Development.

  • Competent Minister: The minister responsible for the affairs of his ministry, or the head of the independent authority, as applicable.

  • Authority: Saudi Council of Engineers.

  • Engineering Jobs: The fixed engineering jobs approved in the budget, whose titles are specified according to the unified Saudi classification of professions, and whose holders perform engineering tasks, requiring at least a bachelor's degree in one of the engineering disciplines.

  • Professional Experience in the Engineering Field: The practical experience determined according to the foundations and rules of classification approved by the Ministry.

  • Professional Registration: Registration with the authority and obtaining the professional degree.

  • Entity: The administrative entity that organizes its budget with a separate section from the general budget of the state.

  • Supervision: Supervision of engineering works in various administrative entities.

  • Project Management: Management of engineering projects in various administrative entities and supervision thereof.

  • Salary Scale: The salary scale for engineering jobs that determines the salaries of categories and job levels, accompanying this Regulation.

  • Job Category: Classifications of job categories in the vertical progression of the salary scale, which are:

    • Engineer: One who holds a bachelor's degree in one of the branches of engineering from engineering colleges.

    • Associate Engineer: One who has met the conditions for obtaining this category and has begun to perform its tasks and responsibilities.

    • Professional Engineer: One who has met the conditions for obtaining this category and has begun to perform its tasks and responsibilities. 

    • Consultant Engineer: One who has met the conditions for obtaining this category and has begun to perform its tasks and responsibilities. 

  • Job Level: The horizontal division of the salary scale within the job category, which includes four degrees for each level.

  • Degree: The horizontal division of the job level.

  • Qualifications: The educational level, scientific and practical experiences, and competencies required for engineering jobs.

  • Promotion: Progression from one job category to a directly higher job category.

  • Annual Increment: The increase that occurs annually in the salaries of those covered by the Regulation.

  • Year: The financial year of the state.

Chapter 2: Those Covered by the Regulation and Job Categories

Article 3

  • The job categories covered by the regulation are classified, and the necessary qualifications for each are determined along with the controls for each category as follows:

  • 1- Engineer:

    • A. A bachelor's degree in engineering from a Saudi university or a recognized institution. 

    • B. Obtaining the Engineer degree from the authority.

  • 2- Associate Engineer:

    • A. Professional experience in the engineering field of no less than six years after obtaining a bachelor's degree in engineering.

    •  B. Obtaining the Associate Engineer degree from the authority.

  • 3- Professional Engineer:

    • A. Professional experience in the engineering field of no less than twelve years after obtaining a bachelor's degree in engineering. 

    • B. Obtaining the Professional Engineer degree from the authority.

  • 4- Consulting Engineer:

    • A. Professional experience in the engineering field of no less than twenty years after obtaining a bachelor's degree in engineering.

    •  B. Obtaining the Consulting Engineer degree from the authority.

Article 4

  • In addition to the controls and requirements for occupying the job categories mentioned in paragraphs (2, 3, 4) of Article (3) above, the following is required to occupy them:

    • A- Obtaining a performance evaluation for those working in government entities from the entity they work for, with a rating of no less than Very Good or its equivalent in the last two years.

    • B- There must be a need for their specialization in the category to be occupied.

 

Chapter 3: Appointment and Probation Period

Article 5

The defined individual for the positions covered by the regulation is granted the salary of the first degree of the first level of the designated category.

 

Article 6

Notwithstanding what is stated in Article (5), a holder of a bachelor's degree in engineering with a master's degree in engineering shall be appointed at the third degree of the first level in the Engineer category, and a holder of both a bachelor's and a master's degree in engineering with a doctorate in engineering shall be appointed at the second degree of the second level in the Engineer category; if he has reached the specified degree for the academic qualification - in either case - while in active service; he shall be granted an additional degree for each qualification in the job category in which he obtained the qualification.

 

Article 7

  • 1- An employee defined initially in engineering positions subject to this regulation is under probation for a period of (one year). If their competence is not established during this period, the competent minister shall issue a decision to terminate their service, and any deducted retirement benefits shall be refunded to them. The allowances received during the probation period shall not be counted, and they shall not be subject to a prohibition period when wishing to apply for a position not covered by the regulation, provided they possess the qualifications to occupy it, according to the rules and procedures of employment.

  • 2- The ministry shall set conditions and controls for declaring incompetence during the probation period and shall coordinate with the authority regarding the necessary professional standards for that.
