  • King of the Kingdom of Saudi Arabia

  • Pursuant to Article (Seventieth) of the Basic Law of Governance, issued by Royal Order No. (A/90) dated 27/8/1412 AH.

  • Pursuant to Article (Twentieth) of the Law of the Council of Ministers, issued by Royal Order No. (A/13) dated 3/3/1414 AH.

  • Pursuant to Article (Eighteenth) of the Law of the Shura Council, issued by Royal Order No. (A/91) dated 27/8/1412 AH.

  • Having reviewed Shura Council Resolutions No. (57/81) dated 26/11/1429 AH and No. (67/115) dated 12/2/1437 AH.

  • Having reviewed Council of Ministers Resolution No. (407) dated 24/7/1439 AH.

  • We hereby decree as follows:

  • First: Approval of the charter of the Saudi Arabian Scout Association in accordance with the attached form.

  • Second: The Saudi Arabian Scout Association shall adjust its status in accordance with the provisions set forth in this Law within a period not exceeding (one year from its entry into force).

  • Third:

    • "1- By way of exception to the provision of Article (Twenty-First) of the Law referred to in Item (First), the first Board of Directors of the Association shall consist of nine members for a term of three years, as follows:

      • A- Five members appointed by Order of the Prime Minister, upon the nomination of the Minister of Education, one of whom shall be the Chair of the Board.
      • B- Four members elected by the General Assembly in accordance with Paragraph (1) of Article (Twenty-First) of the Law referred to in Item (First).
      • The term of this Board may be extended by Order of the Prime Minister for a similar term and only once.
    • 2- The incumbent Board of Directors of the Association, at the time of the Law's entry into force, shall continue to perform the duties assigned to it until a new Board of Directors is formed in accordance with Paragraph (1) of this Item.

    • 3- The Board of Directors referred to in Paragraph (2) above shall invite the General Assembly to convene within (120) days to elect the members referred to in Subparagraph (B) of Paragraph (1) above.

    • 4- The entry into force of the Law referred to in Item (First) shall not affect the continued membership of members affiliated with the Saudi Arabian Scout Association before the entry into force of that Law.

  • Fourth: The Law of Civil Society Associations and Organizations shall apply to the Saudi Arabian Scout Association with respect to matters not specifically provided for in the Law, in a manner that does not prejudice the nature of the Association's work or the international treaties or agreements governing scouting activities to which the Kingdom is a party.

  • Fifth: The provisions of the Law and the preceding Items of this Decree shall not affect the Association's continued enjoyment of all rights, benefits, and facilities available at the time of the Law's entry into force.

  • Sixth: The Deputy Prime Minister, Ministers, and heads of the relevant independent bodies—each within their respective jurisdiction—shall implement this Decree.

Chapter 1: Definitions and General Provisions

Article 1

  • The words and phrases mentioned below - wherever they appear in this Law - shall have the meanings specified next to each of them, unless the context requires otherwise:

    • The Association: The Saudi Arabian Scout Association.

    • The Law: The foundational law of the Saudi Arabian Scout Association.

    • The Regulations: The regulations issued by the Council.

    • The Council: The Board of Directors of the Association.

    • The President: The President of the Board of Directors of the Association.

    • The Member: A member of the Saudi Arabian Scout Association according to the type of membership specified in the Law.

    • The Commissioner for External Relations: One of the Saudi scouting leaders assigned to the task of external relations in the Association.

    • The Scout Units: The teams or scout troops, each supervised by a scout leader.

    • The Rover Commissions: The offices that oversee the activities of the Rover Scouts in the Kingdom.

Article 2

  • The association is a public benefit entity, with its own independent legal personality, and operates in accordance with the laws of the Kingdom of Saudi Arabia, as well as the treaties and international agreements governing scouting activities, to which the Kingdom is a party. Its main headquarters is located in the city of Riyadh, and it may establish branches throughout the Kingdom.

Article 3

  • The association aims to:

    • 1 - Promote, encourage, and organize the scouting movement throughout the Kingdom.

    • 2 - Contribute to the preparation of youth, guiding them and preparing them morally, culturally, and socially.

    • 3 - Develop a sense of duty towards God - Glorified and Exalted be He - then the King and the Nation.

    • 4 - Strengthen the ties between Saudi scouts and their counterparts in other countries.

Article 4

  • The association is responsible for the following tasks:

    • 1- Drawing up the general plan for the scouting movement in the Kingdom and supervising its implementation.

    • 2- Coordinating scouting programs in both the governmental and private sectors, and providing technical support.

    • 3- Organizing training and qualification programs in accordance with global scouting regulations.

    • 4- Contributing to the activities of Hajj and Umrah and community service and development programs, provided that the benefiting entities bear the costs of the association's supporting services.

    • 5- Organizing and participating in conferences, seminars, courses, and Arab, Islamic, and international camps, and supervising the scouting delegations that represent the Kingdom in various scouting activities in the Arab, Islamic, and international arenas.

    • 6- Granting degrees, certificates, badges, and scouting honors.

Article 5

  • 1- The association is permitted to allow any governmental or private entity to engage in scouting activities, without prejudice to other regulatory requirements.

  • 2- The name of the association may not be used in any work or project without its permission.

Article 6

  • The scouting units and registered leaders' commissions in the association are bound by the regulations, rules, and decisions governing the various aspects of their activities.

Article 7

  • The association adopts the insignias that distinguish it, and it has its own logos, flags, and distinctive marks, which may not be imitated. Penalties prescribed by the regulations shall be applied to anyone who imitates any of these.
