Article 1
This regulation is called (Regulation for Voluntary Work in Public Education Schools) and shall be effective starting from the academic year 1437/1436 AH.

(a) The following words and phrases, wherever they appear in this Regulation, shall have the meanings assigned to them below unless the context indicates otherwise:
The Ministry: Ministry of Education.
General Education: Primary, intermediate, and secondary education, Quran memorization, the curriculum system, and the semester system, whether governmental, private, or foreign, including early childhood education.
Education Administration: The administration responsible for implementing the educational policies and plans prepared by the Ministry in the regions and governorates, tasked with raising the level of education in the schools under its jurisdiction.
The School: Any place prepared by the Education Administration to provide students with knowledge and education at all levels of general education.
The Regulation: The regulatory framework for volunteer work for students in general education stages.
The Student: Anyone enrolled in education at any stage of general education.
The Student's Guardian: The father or mother of the student or their relatives in the absence of the parents.
Relevant Entities: Any governmental or private sector, including civil society institutions and the volunteer sector.
The Volunteer: Any student at any stage of general education selected to perform volunteer work according to the specific tasks and responsibilities assigned to them.
Volunteer Work: Any performance carried out by the volunteer at their own choice within a structured program under this Regulation as a contribution to community development.
The Entity the Volunteer is Working With: Any relevant entity approved by the Ministry or Education Administration for the volunteer to work with:
(b) References in this Regulation to the masculine include the feminine unless the context indicates otherwise.
(c) References in this Regulation to the singular include the plural unless the context indicates otherwise.
The Regulation aims to organize voluntary work in public education schools to ensure its activation and development in various fields within a safe environment to achieve the following:
1. Enhance Islamic principles related to giving and cooperation.
2. Strengthen students' belonging to their community and homeland.
3. Promote a culture of voluntary work among students.
4. Develop social awareness and interaction with others.
5. Assist in meeting the psychological and social needs of students through.
6. Contribute to the development of students' personalities, training them to control behavior, manage emotions, and help others.
7. Contribute to the development of students' intellectual, artistic, scientific, and professional skills.
8. Help students showcase their talents and potentials and utilize them in beneficial activities.
(a) A Committee shall be formed in the Ministry to oversee the organization of voluntary work, chaired by the Minister of Education - or his delegate - and comprising the Undersecretaries of the Ministry.
(b) The Committee may seek the assistance of specialists and experienced individuals as deemed necessary.
(c) The Committee shall undertake the following tasks:
1. Approving the general framework for the voluntary work program.
2. Approving the general policies for voluntary work.
3. Studying and approving matters related to voluntary work.
An executive committee shall be formed in the Ministry to organize volunteer work, chaired by the Undersecretary for Curricula and Educational Programs, with the membership of the relevant General Directors.
(b) The executive committee shall undertake the following tasks:
1. Preparing and developing strategies and policies for volunteer work.
2. Preparing the general framework for the volunteer work program.
3. Enhancing partnerships with relevant entities and ensuring both parties' commitment to participation in planning and evaluation.
4. Activating research and studies related to volunteer work, following up on them, and evaluating them.
5. Following up on the organization of conferences, seminars, and events related to volunteer work.
6. Preparing the annual report related to volunteer work.
(a) Two committees (Boys - Girls) shall be formed in each educational region to organize volunteer work by a decision from the Director of Education, chaired by the Assistant for Educational Affairs, and including representatives from relevant departments.
(b) The committees formed in the Departments of Education (Boys - Girls) shall undertake the following tasks:
1. Building the capacities of schools to enable them to organize volunteer work.
2. Monitoring the volunteer activities and projects that take place in schools.
3. Developing plans and mechanisms for implementing volunteer activities and projects; including (description, objectives, implementation requirements, phases, timeline, challenges, impediments, and solutions).
4. Motivating and encouraging those responsible for implementing the program.
5. Supervising the implementation of plans and evaluating them.
6. Providing proposals and recommendations related to programs, projects, and mechanisms for volunteer work and submitting them to the executive committee organizing volunteer work.
The Family and Community Partnership Committee established in schools is tasked, in addition to its duties, with implementing the volunteer work program.
