These rules aim to organize the implementation of the education policy in the Kingdom in the field of nurturing gifted individuals and achieving the specific goals and objectives for that category.
The terms mentioned in these regulations are defined as follows:-
Gifted Students: Those who possess extraordinary abilities or exceptional performance compared to their peers in one or more areas valued by society, and require special educational care that is not available in the regular curriculum.
Enrichment: Providing the gifted student with additional educational units and activities beyond what their regular peers learn, tailored to their interests and specific abilities, with the aim of expanding their knowledge and deepening their experiences.
Acceleration: An educational method through which a student is exceptionally moved from one level to a higher level in one or more subjects without the requirement of completing the designated duration for the previous level.
Grouping: Placing a group of gifted students with similar abilities in a single educational framework, such as a class or school.
Identification: A standardized process for selecting individuals who possess the characteristics of gifted students, which includes meeting the minimum score requirements set by objective and subjective measures, according to a specified sequence.
The Gifted Care Council is an authority within the Ministry of Education that oversees the affairs of gifted individuals.
The Minister of Education established this Council under his presidency, with membership consisting of a number of officials from the Ministry who are specialized and interested in the field of gifted care.
The General Director of Gifted Care shall be a member and the secretary of the council.
The Council meets at least twice a year upon the invitation of its Chairman.
The Council is responsible for the following:
1 - Approving the organized plans for programs to support gifted individuals.
2 - Approving the programs and activities related to the support of gifted individuals.
3 - Approving the training plans and programs for employees in the field of supporting gifted individuals and their qualification.
4 - Approving the necessary budgets for establishing, equipping, and operating centers for the support of gifted individuals.
5 - Approving the regulatory rules to encourage and honor gifted students.
6 - Approving the general frameworks for evaluative and developmental research plans for programs supporting gifted individuals.
7 - Deciding on the projects and topics presented by the General Administration for the Support of Gifted Individuals.
