Rules for Regulating the Financial and Functional Affairs of the Shura Council

Article: 1

The financial year of the Shura Council shall be the financial year of the state.

Article: 2

  • The Chairman of the Shura Council prepares the Council’s annual budget proposal and submits it to the King for consideration and approval.

Article: 3

Previous Amendments
  • The budget amount shall be deposited with SAMA after its approval, and funds shall be disbursed therefrom upon the signature of the Chair of the Council or his Deputy.

Article 4

  • If the amounts allocated in the budget are insufficient to cover the Council’s expenditures, or if an expenditure arises that was not anticipated when the budget was prepared, the Chairman of the Council shall prepare a statement of the additional amount required and submit it to the King for consideration and approval.

Article: 5

The titles and ranks of the Council's positions are specified in its budget, and the titles of the positions may be modified and their ranks reduced during the fiscal year by a decision from the President of the Council.

Article 6

  • Positions in Grades Fourteen and Fifteen shall be filled with the approval of the King. The Council’s other positions shall be filled in accordance with the Civil Service Law and its Regulations, with exemption from the provisions governing competitive examinations.

Article: 7

  • The General Panel of the Council shall establish the rules governing the treatment of those whose assistance is sought from among non-members of the Council, including government employees and others, and the remuneration paid to them. These rules shall be issued by a decision of the Chairman of the Council.

Article 8

  • The Shura Council shall not be subject to the oversight of any other entity. The Council’s administrative formations shall include a department for prior financial control before disbursement, while the General Panel of the Council shall undertake subsequent control after disbursement. The President of the Shura Council may request a financial or administrative expert to prepare a report on any of the Council’s financial or administrative matters.

Article: 9

  • At the end of the fiscal year, the General Secretariat of the Council shall prepare the final accounts, and the Chairman of the Council shall submit them to the King for consideration of their approval.
