Chapter 1: Powers of the Council President, Vice President, Assistant, and General Secretary

Article 3

The President of the Council opens the sessions, announces their conclusion, manages the discussions during them, participates in these discussions, grants permission to speak, defines the subject of the discussion, directs the speaker's attention to adhere to the limits of the topic and time, concludes the discussion, and puts the topics to a vote. He has the authority to take whatever actions he deems appropriate and sufficient to maintain order during the sessions.

Article 6

Previous Amendments

The Vice President shall preside over the sessions of the Council and the meetings of the General Panel in the absence of the President. In the event of both their absences, the Assistant to the President of the Council shall preside over the Council and the meetings of the General Panel.

They shall have the same powers in managing these sessions as those assigned to the President of the Council.

Article 7

The General Secretary or their representative attends the sessions of the Council and the meetings of the General Panel, supervises the drafting of the minutes, and notifies the members of the session dates and agenda. In addition to any tasks assigned to them by the Council, the General Panel, or the President of the Council. They are responsible to the President of the Council for the financial and administrative affairs of the Council.
