Rules for Regulating the Acceptance of Gifts by Council Members and Officials During Visits and Official Occasions

Rule 1

The following words and phrases shall have the corresponding meanings, unless the context requires otherwise:

  • Council: Shura Council.

  •  President: President of the Shura Council, or his representative.

  • Member: Member of the Shura Council.

  • Responsible: The president, or his deputy, or assistant, or the General Secretary, or senior officials.

  • Gift: Anything presented to a member or responsible person as a courtesy, regardless of its material or moral value.

  • Committee: Gifts Committee.

Rule 2

  • A member and an official may accept gifts presented to them during official visits and when receiving guests of the Council, which, according to the rules of courtesy and the protocols of visits and meetings, necessitate their acceptance; this is in accordance with what is stipulated in the state regulations and the relevant instructions, as well as these rules.

  • All gifts presented to a member or official shall be the property of the Council and shall be kept at its headquarters, in accordance with the mechanism established by the Committee, approved by the President, and recorded among the tangible assets according to the regulations and instructions governing that. The following gifts are exempt from this:

  •  Perishable gifts, which are usually acquired for personal use.

  •  Gifts presented by a governmental, parliamentary, local, regional, or international organization, whose value is less than (5000) five thousand Riyals or its equivalent for a member or the General Secretary or senior employees, or whose value is less than (10,000) ten thousand Riyals or its equivalent for the President of the Council, his deputy, or his assistant.

  •  Gifts presented by natural or legal persons or by local or foreign private entities, whose value is less than (2000) two thousand Riyals or its equivalent for a member or the General Secretary or senior employees, or whose value is less than (4000) four thousand Riyals or its equivalent for the President of the Council, his deputy, or his assistant.

Rule 5

  • Every member or official of the Council who receives a gift that falls under the conditions stated in Rule Four must declare it to the Presidency of the Council within thirty days from the date of receipt, specifying its material and moral value, as well as the circumstances of its presentation. The relevant administration (the General Administration of Public Relations and Media) shall maintain a record of this under the supervision of the Committee.

Rule 6

  • The Council must declare to the public; if the value of the gift presented to a member or official in the Council exceeds (100,000) one hundred thousand Riyals, and this shall be done by any means deemed appropriate by the President.

Rule 7

  • In consideration of what is stipulated in Rule (fourth); a member or official in the Council may submit a request to own the gift presented to him, provided that he commits to paying the difference between its estimated value and the maximum value of the gift that he is allowed to own.

Rule 8

  • A gifts committee is formed by a decision of the President, chaired by the General Secretary of the Council, and includes the following members:

  •  Director General of Administrative and Financial Affairs.

  •  Director General of Public Relations and Media.

  •  Financial Auditor.

  •  Inventory Control Manager.

  • In consideration of the provisions of rules (seventh and ninth); the General Panel of the Council shall review the President's request for ownership of the gift and the approval of the value of the difference, and its decision in this regard shall be final.
