The Council holds regular meetings at a rate of at least two sessions each month.

A- A record shall be prepared for each session summarizing the topics that were discussed and the decisions made by the Council regarding them, which shall be signed by the attending members and the General Secretary of the Council, and then submitted to the Custodian of the Two Holy Mosques, the Prime Minister, and the Chairman of the Civil Service Council for approval.
B- The General Secretariat shall then submit the topics that were approved in the record along with a certified copy of it to the Diwan of the Presidency of the Council of Ministers to inform the relevant authorities of the results.
Members of the Council shall be notified of the date and location of the meeting at least one week prior to the scheduled meeting date.
The agenda for the hearing and the presentation notes for the topics to be discussed by the Council must be attached to the invitation.
A preparatory committee is formed of:
A- The Director General of the Institute of Public Administration Member
B- The Deputy Chairman of the Civil Service Bureau Member
C- The Secretary General of the Civil Service Council Member and Rapporteur
D- The Director General of the Central Administration for Organization and Administration Member
The General Secretary of the Council refers all transactions received by the Council to the Preparatory Committee.
The preparatory committee may seek the assistance of experts and specialists to conduct specific studies.
The Committee holds its preparatory meetings at least once a week.
If the Preparatory Committee deems that the subject referred to the Council falls under the jurisdiction of another entity, the subject shall be referred to the competent authority by a letter from the Secretary-General of the Council.
The preparatory committee may request through the General Bureau of Civil Service from the ministries, agencies, and public institutions that it deems necessary to study a specific subject.
