Rural Livestock Farming Guide

Introduction

  • Rural livestock farming of various types is considered one of the practices carried out by many owners of such wealth in all regions of the Kingdom. It is one of the primary hobbies for breeders for the purpose of breeding, production, or trade at the local level. This farming is conducted for trade at the local level and serves as a source of income or for non-commercial purposes (a hobby for some breeders).

  • Animal diseases are among the most significant causes of losses for rural breeders, and they can also pose a threat to commercial livestock projects if they spread from individual holdings. Therefore, it is necessary to organize these holdings and establish the necessary controls for their sustainability and to protect them from health risks and other dangers.

  • This guide has been developed based on the Agriculture System, issued by Royal Decree No. (M/64) dated 10/8/1444 AH, and its executive regulations, issued by Ministerial Decision No. 14967/1/1444 AH, dated 15/1/1444 AH, with the aim of preserving livestock wealth in the Kingdom.

Chapter 1: Definitions

  • Ministry: Ministry of Environment, Water, and Agriculture.

  • Waqaa Center: National Center for the Prevention and Control of Plants Pests and Animal Diseases.

  • Rural Livestock Farming: The possession of any type of livestock conducted on a commercial or non-commercial basis on a small scale according to the regulations set forth in this evidence.

  • Poultry: Domesticated birds, including chickens, turkeys, ducks, geese, pigeons, quails, and similar species, excluding other birds such as (parrots, other ornamental birds).

  • Cattle: Breeds of sheep, goats, camels, and cows.

  • Sheds or Cages or Pens: Places for housing poultry.

  • Rural Livestock Farmer: The person concerned with rural livestock farming and licensed to engage in this activity.

  • Rural Poultry Farmer: One who raises any type of domesticated birds in a traditional manner and on a small scale.

  • Enclosures or Pens: Any place surrounded by a fence made of construction materials, wood, or wire, intended for raising cattle, sheep, goats, or camels.

Chapter 2: General Provisions

Article 1

  • The livestock breeder must be a Saudi citizen, or a child of Saudi women, or the wife of a Saudi citizen or the husband of a Saudi citizen, or from the displaced tribes residing legally.

Article 2

  • The breeder must hold an agricultural record and a breeder's card that includes data on the livestock in their possession, marketing methods, numbers, types of animals, and others.

Article 3

  • The breeder must comply with the registration and numbering programs for livestock adopted by the Ministry or the Center for Animal Protection.

Article 4

  • The breeder must comply with all the requirements announced by the Ministry or the Prevention Center regarding vaccinations for livestock and follow up on updates in this regard.

Article 5

  • The breeder must comply with all the requirements announced by the Ministry or the Prevention Center regarding vaccinations for livestock and follow up on updates in this regard.

Article 6

  • The breeder must comply with any instructions issued by the Ministry or the Waqaa Center for Rural Education and follow up on any updates in this regard, including attending the training courses for livestock breeders announced by the Ministry, the Waqaa Center, or any other entity authorized by the Ministry.

Article 7

  • To cooperate with the Waqaa Center to implement programs for the control and management of epidemic animal diseases.
