GCC Animal Welfare Law

Article 1

The following expressions and terms are intended to have the meanings specified next to them unless the context of the text indicates otherwise:
Council: The Gulf Cooperation Council for the Arab States of the Gulf.
GCC countries: The Gulf Cooperation Council countries.
Supreme Council: The Supreme Council of the Gulf Cooperation Council for the Arab States of the Gulf.
State: One of the member states of the Gulf Cooperation Council.
Competent Authority: The Ministry or the authority responsible for agriculture and livestock in the state.
Head of the Competent Authority: The Minister responsible for agriculture and livestock or veterinary products, or the head of the responsible authority.
Authorized Employees: The official employees authorized to implement the provisions of this law and its executive regulations who have the status of judicial officers.
Animal: All types of animals including birds, reptiles, amphibians, and fish.
Facilities: Any place where animals are kept, detained, bred, raised, slaughtered, or processed, including both public and private places.
Means of Transport: Any means through which animals are transported, including all land, sea, and air transport methods.

Article 2

Article 3

A - Authorized employees have the right to enter any facility for inspection and to ensure compliance with the provisions of this law (system) and its executive regulations. If the facility consists of private residential homes, prior permission must be obtained from the relevant authority in the state.
B - Authorized employees have the right to seek assistance from anyone they deem appropriate to examine any animals within the facilities, conduct tests, and take samples that they consider necessary.
C - The owner or person responsible for the animals within any facility must provide the necessary facilitation to the authorized persons, including assistance in controlling the animals for examination and sampling, and providing any documents related to the animals as requested.
D - Authorized employees may place distinctive marks on the animals in a manner that allows for the identification of each animal individually, and these marks may not be removed from the animals except with prior approval from the competent authority.

Article 4

Establishments must comply with the health and technical conditions specified by the implementing regulation of this law (system).

Article 5

Animals must be fed in accordance with their age and type, and in sufficient quantities to keep them in good health.

Article 6

Animals must be transferred in a manner that ensures their safety and does not expose them to injuries or harm. The implementing regulation of this law (system) specifies the conditions and specifications that must be met in transportation means.

Article 7

It is prohibited to display or trade any animal that shows signs of illness or distress.

Article 8

The implementing regulation of this law (system) defines the foundations and controls for organizing public exhibitions, competitions, or animal shows for commercial purposes or any other purposes.

Article 9

It is prohibited to leave animals in places not designated for them or to leave them neglected. The competent authority has the right to take action regarding neglected or stray animals in accordance with the conditions and regulations set forth in the implementing regulation of this law (system).

Article 10

1- The use of animals for scientific experimentation purposes is prohibited unless a license is obtained from the competent authority.
2 - A register shall be established with the competent authority to record the licenses issued for the use of animals for scientific experimentation purposes.
