  • Private colleges are non-governmental educational institutions with legal personality aimed at providing educational and training programs (post-secondary level) and contributing to the enhancement of education and scientific research, as well as providing appropriate scientific specializations, all within the framework of the educational policy of the Kingdom.

  • The Ministry shall establish the necessary conditions and instructions for approving the license to establish private colleges, and the college for which a decision to establish has been issued may not commence its activities and accept students until a decision from the Minister has been issued in this regard.

Article 5

  • The license applicant submits to the Ministry a study that demonstrates the need and proves the feasibility of establishing the college.

Article 6

  • The License for establishing the college is granted according to the following steps:

    • 1- Preliminary License: This is the initial approval from the Ministry for the establishment of the college through a letter addressed from the Ministry to the license applicant.

    • 2- General Appropriation: This considers the licensed college as a civil license qualified generally after meeting the technical, construction, and organizational specifications and standards.

    • 3- Special Appropriation: This considers the licensed college as a preliminary license and generally appropriated, qualified to teach a specific major after meeting the standards set by the Ministry.

    • 4- Final License: This allows the accredited college to commence its activities.

  • The college programs shall be in specializations that prepare graduates for the labor market and align with development requirements.

Article 8

  • The college is committed to scientific standards in its programs and educational and technical plans related to the curriculum and the qualification level of faculty members and specialists.

Article 9

  • The college shall manage its internal educational, financial, and administrative affairs in a manner that does not conflict with the provisions of these regulations and scientific principles and norms.

Article 10

  • Admission to the college requires obtaining a high school diploma or its equivalent from within the Kingdom or from abroad, after meeting the admission criteria in accordance with the rules and regulations issued in this regard.
