Except for cases exempted by the Council, no person or group of persons, committee, or authority may collect donations without obtaining a license from the Center.

Article 3

  • The license application must include the following:-

    • A- The name of the authority, the names of the committee members, and the purpose of the fundraising.

    • B- The names, positions, and addresses of the individuals who will actually carry out the fundraising process.

    • C- The locations where the fundraising will take place.

    • D- The method by which the fundraising will be conducted.

    • E- The bank or entity where the donations will be deposited.

    • F- How the proceeds from the fundraising will be handled.

    • G- The duration required for the fundraising.

The center shall decide on the license application within fifteen days from the date of its receipt in the case of fundraising for urgent assistance, and within thirty days in other cases.

The entity licensed to collect donations must provide the Ministry with a statement of the collection results, detailing its revenues and expenses, and this must be supported by documents proving its accuracy, within twenty days from the date of the end of the collection period.

  • The association may collect and receive donations for its primary purpose in accordance with the following conditions:-

    • A- Issuing special receipts for donations, with an original and a copy, bearing serial numbers and utilizing a two-sided coupon.

    • B- Each receipt must indicate the name of the association and its registration number, if available, or its license number and date of issuance.

    • C- These receipts must be stamped with the seal of the center and the association, and their quantities and numbers must be recorded before the start of the association's financial year in the presence of a representative from the center.

    • D- Copies of the receipts must be kept for review and auditing.

The council may grant exceptions to one or more of these conditions.

Article 7

If the association wishes to conduct fundraising for a purpose outside its primary objective, the conditions applicable to other entities as stipulated in these regulations or the instructions issued pursuant thereto shall apply to it.

Article 8

Membership fees, service charges, or the value of subscriptions collected by the association from its members or beneficiaries of its services are not considered as part of the donations.

Article 9

Previous Amendments

The funds collected for a purpose may not be used for any other purpose without the approval of the center.

Article 10

Previous Amendments

The collection of donations from the public and their distribution is subject to the oversight and supervision of the center.
