Preamble of the Law

  • Royal Decree No. (M/43) dated 28 / 8 / 1393 AH

  • By the grace of God Almighty

  • We, Faisal bin Abdulaziz Al Saud

  •                 King of the Kingdom of Saudi Arabia

  • After reviewing Articles (19) and (20) of the Law of the Council of Ministers, issued by Royal Decree No. (38) dated 22 / 10 / 1377 AH.

  • And after reviewing Royal Decree No. (M/18) dated 22 / 9 / 1379 AH, which approved the Law of Officers' Service.

  • And after reviewing Council of Ministers Decision No. (1021) dated 22 / 8 / 1393 AH.

  • We decree the following:

    • First: Approval of the Law of Officers' Service in the attached form.

    • Second: This law applies to officers in the Internal Security Forces, the National Guard, and the General Intelligence, and replaces the previous provisions governing their service. The Minister of Interior and the President of the National Guard shall have the specific powers defined in this law for the Minister of Defense and Aviation, and the Council of Ministers shall determine how to apply this law to officers in the Internal Security Forces, the National Guard, and the General Intelligence as necessary.

    • Third: This law shall be effective as of 1 / 9 / 1393 AH.

    • Fourth: The Deputy Prime Minister, the Minister of Defense and Aviation, the Minister of Interior, and the President of the National Guard shall implement this decree, each in their respective areas.

  • Council of Ministers Decision No. 1021 dated 22 / 8 / 1393 AH

  • The Council of Ministers

  • After reviewing the draft Law of Officers' Service submitted by the Ministry of Defense and Aviation.

  • Decides the following

    • First: Approval of the Law of Officers' Service in the attached form.

    • Second: "This law applies to officers in the Internal Security Forces, the National Guard, and the General Intelligence, and replaces the previous provisions governing their service. The Minister of Interior, the President of the National Guard, and the Head of State Security shall have the specific powers defined in this law for the Minister of Defense and Aviation, and the Council of Ministers shall determine how to apply this law to officers in the Internal Security Forces, the National Guard, and the General Intelligence as necessary.

    • Third: This law shall be effective as of 1 / 9 / 1393 AH.

    • Fourth: A draft Royal Decree has been organized accordingly, with its attached form.

This law is called (Officers' Service Law) and its provisions address the rules that govern the service of employees working in the armed forces.

  • The military ranks for officers in the armed forces are as follows:

    • 1. Second Lieutenant.

    • 2. First Lieutenant.

    • 3. Captain.

    • 4. Major.

    • 5. Lieutenant Colonel.

    • 6. Colonel.

    • 7. Brigadier General.

    • 8. Major General.

    • 9. Lieutenant General.

    • 10. General.

  • Except for Lieutenant General and General, the word (Pilot) is added to the rank for pilot officers in the Air Force, the word (Naval) for officers in the Navy, the word (Doctor) for medical officers, the word (Engineer) for engineering officers, the word (Specialist) for specialist officers, and the word (Aviation) for officers working on military fighter aircraft in the specialty of weapon systems operators.

Article 4

Previous Amendments

The following conditions must be met for the appointment of the officer:
A- He must be of Saudi origin and upbringing, and the condition of upbringing is exempted for those who were raised with their father during his service to the state outside the Kingdom.
B- He must have completed the age of nineteen.
C- He must be medically fit and free from infectious diseases, as well as physical and mental disabilities.
D- He must possess the qualifications required by this Law.
E- He must have good morals and reputation and must not have been convicted of a legal penalty or a crime that undermines honor or trust.

Previous Amendments

Appointment shall be made by a decision from the Supreme Commander of the Armed Forces based on the proposal of the Prime Minister and after the recommendation of the Minister.
