The Council of Ministers
After reviewing the transaction received from the Royal Court numbered 16559 dated 22/4/1436 AH, regarding the report of the committee formed to study the subject of establishing a national mechanism for filling the positions allocated to the Kingdom or others available in regional or international organizations or bodies.And after reviewing paragraph (2) of Article (24) of the Law of the Council of Ministers, issued by Royal Order No. (A/13) dated 3/3/1414 AH.
And after reviewing the Secondment Regulation, issued by the Civil Service Council (now canceled) Decision No. (749/1) dated 4/2/1422 AH.
And after reviewing the decisions of the Civil Service Council (now canceled) No. (1182/1) dated 19/6/1427 AH and No. (1886/1) dated 24/8/1435 AH.
And after reviewing the Regulation of Joint Government Committees and the Organization of Their Work, issued by the Civil Service Council (now canceled) Decision No. (1270/1) dated 21/11/1428 AH.
And after reviewing the report No. (718) dated 9/11/1436 AH, prepared by the Bureau of Experts at the Council of Ministers.
And after reviewing the recommendation of the General Committee of the Council of Ministers No. (1926) dated 16/11/1436 AH.
It is decided as follows:
First: To amend paragraph (B) of Article (4) of the Secondment Regulation, as amended by the Civil Service Council (now canceled) Decision No. (1886/1) dated 24/8/1435 AH, to read as follows: "The seconded employee to one of the international or regional organizations or bodies shall receive his basic salary, in addition to what is provided to him by the entity to which he is seconded."
Second: To delete paragraph (C) of Article (4) of the Secondment Regulation.
Third: To approve the arrangements for nominating and selecting citizens to work in regional or international organizations and bodies, as follows:
1- A permanent committee shall be formed in the Ministry of Foreign Affairs named the Secondment and Employment Committee for Regional or International Organizations and Bodies, tasked with nominating citizens to work in those organizations and bodies, including civil and military employees nominated by their entities for secondment, and the committee may form sub-committees if necessary.
2- The committee referred to in paragraph (1) of this item shall be composed as follows:
- Ministry of Human Resources and Social Development.
- Ministry of Finance.
- Ministry of Economy and Planning.
- Presidency of State Security.
- General Intelligence Presidency.
- General Secretariat of the Military Service Council.
3- The chairperson of the committee must not have a job rank lower than the (14th) rank or its equivalent, and the members must not be lower than the (12th) rank or its equivalent, and they must have knowledge of the nature of work in regional and international organizations and bodies.
4- The committee shall hold its meetings in the presence of the majority of its members, and it shall issue its recommendations by a majority of the votes of those present. It may invite any other government entities not represented in the committee to attend its meetings when studying and discussing related topics.
5- The committee shall undertake, in order to benefit from all positions allocated to the Kingdom or others available in regional or international organizations or bodies, a number of tasks, including the following:
A- To set the controls and conditions that must be met in the candidates, and to establish the criteria related to the preference among those who meet the nomination conditions for work in any of those organizations and bodies, without prejudice to the principle of competence and merit.
B- To compile all positions allocated to the Kingdom or others available in regional or international organizations or bodies, and the conditions and controls related to any of them.
C- To establish classification rules for the positions.
D- To circulate to government entities the available positions and to receive their nominations regarding them.
E- To announce the available positions through a dedicated website for this purpose or any other means deemed appropriate.
F- To propose a monthly financial reward for each candidate from citizens who are not civil or military employees, commensurate with the importance of the organization or body, the location of work, and the degree of representation therein, and to submit it to the Prime Minister for approval, taking into account sub-paragraph (Y) of paragraph (5) of this item.
G- To train and qualify the candidates.
H- To provide suggestions for developing the committee's work and to monitor the difficulties it faces, and to propose solutions to overcome them, and to submit them to the Minister of Foreign Affairs.
I- The committee shall apply the provisions of the Secondment Regulation regarding candidates from civil employees who are currently in service, and regarding candidates from military personnel who are currently in service, the provisions of the Officers Service Law and the Individuals Service Law.
J- To raise the completion of the legal procedures regarding the candidates from citizens, including retired public servants contracted with, and private sector employees, to the Prime Minister, to consider issuing an order approving the selection of the candidate, and the proposed reward for him according to sub-paragraph (F) of paragraph (5) of this item.
K- To propose organizational rules for the committee's work, approved by the Minister of Foreign Affairs.
6- Government entities not represented in the committee - which represent the Kingdom in any of the regional or international organizations or bodies - shall provide the committee with the positions allocated to the Kingdom, and the names of the candidates for secondment.
7- The Regulation of Joint Government Committees and the Organization of Their Work, issued by the Civil Service Council (now canceled) Decision No. (1270/1) dated 21/11/1428 AH, shall apply to the committee.
8- These arrangements do not include the work of citizens in regional or international organizations or bodies who work through direct employment.
9- The Ministry of Foreign Affairs shall submit an annual report on the results of the committee's work, the difficulties and obstacles it faces, and the necessary proposals regarding it.
