  • Based on Article (Seventy) of the Basic Law of Governance, issued by Royal Order No. (A/90) dated 1412/8/27 AH.

  • And based on Article (Twenty) of the Council of Ministers Law, issued by Royal Order No. (A/13) dated 1414/3/3 AH.

  • And based on Article (Eighteen) of the Shura Council Law issued by Royal Order No. (A/91) dated 1412/8/27 AH.

  • After reviewing Shura Council Decision No. (424/39) dated 1447/1/19 AH.

  • After reviewing Council of Ministers Decision No. (414) dated 1447/6/4 AH.

  • We decree the following:

  • First: Approval of the Sports Law, in the attached form.

  • Second: Individuals and entities to whom the provisions of the law - referred to in item (First) of this decree - apply shall rectify their status in accordance therewith within (one year) from its effective date. The Minister of Sport may extend this period for an equal duration.

  • Third: It is incumbent upon His Highness the Prime Minister, the ministers, and the heads of the relevant independent authorities - each within their jurisdiction - to implement this decree.

  • The Council of Ministers

    After reviewing the correspondence received from the Royal Court No. 6527 dated 1447/1/23 AH, including the telegram of His Royal Highness the Minister of Sport No. 2890 dated 1445/1/16 AH, regarding the draft Sports Law.

    After reviewing the aforementioned draft law.

    After reviewing Council of Ministers Decision No. (83) dated 1443/1/30 AH.

    After reviewing memoranda No. (589) dated 1446/2/16 AH, No. (954) dated 1446/3/16 AH, No. (1531) dated 1446/5/2 AH, No. (2408) dated 1446/7/6 AH, No. (3757) dated 1446/11/16 AH, and No. (1537) dated 1447/4/23 AH, prepared by the Bureau of Experts at the Council of Ministers.

    After reviewing the recommendation of the Council of Economic and Development Affairs No. (11-9/46/T) dated 1446/8/14 AH.

    After considering Shura Council Decision No. (39/424) dated 1447/1/19 AH.

    After reviewing the recommendation of the General Committee of the Council of Ministers No. (5830) dated 1447/5/27 AH.

  • It is decided as follows:

  • First: Approval of the draft Sports Law, in the attached form.

  • Second: Individuals and entities to whom the provisions of the draft law - referred to in item (First) of this decision - apply shall rectify their status in accordance therewith within (one year) from its effective date. The Minister of Sport may extend this period for an equal duration.

    A draft Royal Decree has been prepared accordingly, its text attached hereto.

  • Third: The percentage not to be exceeded by the share of the foreign partner or shareholder in the company, as stipulated in paragraph (1) of Article (Thirty-Seven) of the draft law - referred to in item (First) of this decision - shall be determined in coordination with the Permanent Ministerial Committee for Examining Foreign Investments, regarding which Council of Ministers Decision No. (83) dated 1443/1/30 AH was issued.

  • Fourth: Without prejudice to the provisions of the relevant laws, the Ministry of Sport shall coordinate with the General Organization for Social Insurance and the Insurance Authority to establish the necessary procedures and arrangements for registering players and coaches in social insurance, and to develop appropriate insurance products for them. The necessary decisions in this regard shall be issued by the Ministry, the Organization, and the Authority (each within its jurisdiction).

  • Fifth: The financial consideration stipulated in Article (Ninety-Three) of the draft law - referred to in item (First) of this decision - shall be determined in agreement with the Ministry of Finance and the Non-Oil Revenues Development Center, until the issuance and implementation of the (Governance of the Practice of Imposing Financial Consideration for Services and Works Provided by Entities Authorized by Law to Impose Financial Consideration).

  • Sixth: The Ministry of Sport shall prepare a regulation organizing the contractual relationship between the club or federation and the players and coaches, including the rights and duties of the parties to the relationship, and other related provisions, and shall submit it for completing the necessary legal procedures.

  • Seventh: Taking into account the jurisdiction of the National Incentives Committee, formed by the Council of Economic and Development Affairs Decision No. (1-9/42/Q) dated 1442/9/8 AH, the Minister of Sport - after coordination with the relevant authorities - shall propose customs and tax exemptions related to sports activities necessary to support and stimulate sports entities, and propose the necessary incentives to activate the sports sector, and submit them in accordance with the relevant legal procedures.

Part 1: Definitions and General Provisions

Article 2

  • The Ministry and sports entities shall, each within their purview, develop the sports sector; increase the participation of individuals in sports; support athletes, coaches, referees, and administrative staff, develop their capabilities, and hone their talents; promote the use of sports technologies as well as research and studies related to sports activities; contribute to the development of sports medicine; and encourage the participation of the private and non-profit sectors in the sports sector. The Ministry shall coordinate with sports entities and other relevant entities to achieve such purposes.

Article 3

  • The Ministry shall coordinate with government, private, and non-profit entities to encourage their employees to practice sports by any means available, in accordance with this Law and the Regulations.

Article 4

  • The Ministry and sports entities shall enable persons with disabilities to practice sports and participate in sports competitions and events, prepare sports facilities to ensure physical and non-physical accessibility thereto, and coordinate in this regard with the relevant entities.

Article 5

  • 1. Media outlets that broadcast or publish sports content and any natural person who engages in sports media shall promote the culture of sportsmanship and avoid inciting hatred, racism, and sports fanaticism.

    2. The competent agency shall take necessary legal action regarding media violations in the field of sports.

Article 6

  • 1. The Ministry shall, in coordination with the General Authority for Statistics and relevant government agencies, document data related to the sports sector in the Kingdom, set mechanisms for measuring and compiling such data, and establish relevant indicators.

  • 2. The Ministry shall establish, and regularly update, a database for recording data, information, and statistics on all aspects related to the sports sector in the Kingdom, and shall make the necessary data, information, and statistics available to investors, individuals, and entities concerned with sports, as specified in the Regulations.
