  • After reviewing the transaction received from the Royal Court numbered 5975 dated 3 / 2 / 1442 AH, regarding the completion of the necessary legal procedures for what is included in the Royal Order No. (A / 455) dated 1 / 7 / 1441 AH, concerning the transformation of the (General Sports Authority) into a ministry named (Ministry of Sport).

  • And after reviewing the Royal Order No. (A / 455) dated 1 / 7 / 1441 AH.

  • And after reviewing the Council of Ministers Decision No. (248) dated 9 / 5 / 1440 AH.

  • And after reviewing the two memoranda numbered (783) dated 2 / 10 / 1441 AH and numbered (186) dated 4 / 2 / 1442 AH, prepared by the Bureau of Experts at the Council of Ministers. 

  • And after reviewing the report prepared in the Council of Economic and Development Affairs numbered (33 / 42 / M) dated 3 / 2 / 1442 AH.

  • And after reviewing the recommendation of the General Committee of the Council of Ministers numbered (796) dated 4 / 2 / 1442 AH.

  • It is decided as follows:

    • First: Approval of the organization of the Ministry of Sport, in the accompanying format.

    • Second: Cancelled.

    • Third: Amendment of the Council of Ministers Decision No. (248) dated 9 / 5 / 1440 AH, related to the penalties for violating the regulations, rules, and standards governing the licensing of the establishment of facilities and venues for practicing sports activities, as follows:

    • Replacing the phrase (Ministry of Sport) with the phrase (General Sports Authority); mentioned in paragraph (1) of item (First). Replacing the phrase (Minister of Sport) with the phrase (Board of Directors of the Authority); mentioned in paragraph (2) of item (First). Replacing the phrase (Minister of Sport) with the phrase (Chairman of the General Sports Authority); mentioned in item (Second).

    • Fourth: Except for what is included in item (Third) of this decision, replace the phrase (Ministry of Sport) with the phrase (General Sports Authority), and the phrase (Minister of Sport) with the phrase (Chairman of the Board of Directors of the General Sports Authority); wherever they appear in the laws, regulations, orders, royal decrees, and decisions.

    • Fifth: The Ministry of Sport shall continue to review the laws, regulations, orders, royal decrees, and decisions in light of what is included in the Royal Order No. (A / 455) dated 1 / 7 / 1441 AH, and if it finds the need to amend some of its provisions that are directly or indirectly related to its work, it shall submit what it deems appropriate in this regard.

Article 1

  • In this Statute, the following words shall have the meanings assigned thereto:

  • Ministry: Ministry of Sport.

  • Minister: Minister of Sport.

  • Statute: Statute of the Ministry of Sport.

Article 2

Previous Amendments
  • The Ministry is the competent authority in the Kingdom in charge of regulating and developing the sports sector, improving its capabilities, increasing the number of individuals practicing sports, and working towards enabling Saudi sports to achieve excellence locally and internationally, as well as supervising all sports activities. The Ministry may, without prejudice to the functions and responsibilities of other agencies, take all actions necessary to achieve its objectives, including the following:

    • 1. Proposing sports-related draft laws as well as amendments to applicable laws, and submitting the same for completion of necessary legal procedures.

    • 2. Setting and developing indicators related to the Ministry’s scope of work and the sports sector, assessing such indicators on a periodical basis, and benchmarking them against international indicators.

    • 3. Developing a framework and model for the governance of the sports sector and supervising the implementation thereof.

    • 4. Developing athletic abilities and honing talents and skills.

    • 5. Encouraging all segments of society to engage in various sports and to organize and participate in sports events.

    • 6. Licensing the establishment of sports facilities, the holding of sports events, and the establishment of sports training centers and academies.

    • 7. Setting conditions and standards for the establishment and management of sports facilities, training centers, and academies.

    • 8. Classifying and establishing sports clubs, and licensing third parties to establish such clubs in accordance with controls set thereby.

    • 9. Regulating the work of sports groups, and providing aid and support thereto pursuant to controls set thereby.

    • 10. Promoting the culture of volunteering and community partnership in sports.

    • 11. Developing training programs for workers and volunteers in sports fields.

    • 12. Classifying those working in sports fields in accordance with criteria set

    • thereby.

    • 13. Issuing the licenses necessary for working in sports fields in accordance with rules and criteria set thereby.

    • 14. Cooperating with the Ministry of Education and other relevant agencies to promote and develop sports in schools, institutes, colleges, and universities, and setting relevant programs.

    • 15. Encouraging and developing investment in sports fields and attracting local and international sports investments, in accordance with applicable legal procedures.

    • 16. Collaborating with the relevant agencies for the advancement of sports media to ensure that its goals are achieved and to establish high-quality and professional sports media that would develop the sports sector, promote fair competition, and eliminate discrimination, abuse, and sports fanaticism.

    • 17. Taking the measures necessary to combat prohibited performanceenhancing substances in sports, in coordination with the relevant agencies.

    • 18. Collaborating with the relevant agencies in the development and advancement of sports medicine.

    • 19. Coordinating efforts with the Saudi Arabian Olympic Committee, the Paralympic Committee of Saudi Arabia, sports federations, the Saudi Arabian Youth Hostels Association, and other local sports agencies, as well as cooperating with, supporting, and improving the performance of said agencies, in accordance with relevant international laws, agreements and charters.

    • 20. Taking the measures necessary to limit violations that may occur in sports fields without prejudice to the statutes and regulations of sports federations.

    • 21. Taking the measures necessary to enhance integrity in sports, ensure transparency, and combat unlawful practices.

    • 22. Providing consultations in sports fields.

    • 23. Cooperating and exchanging expertise with its counterparts, regional and international sports organizations, and consulting firms in the Kingdom and abroad, within its jurisdictions and in accordance with applicable legal procedures.

    • 24. Fulfilling the Kingdom's international obligations related to sports fields.

    • 25. Representing, or participating in representing, the Kingdom in regional and international committees, organizations, agencies, forums, and conferences related to its functions.

    • 26. Conducting studies and research related to its functions and cooperating in this regard with specialized research centers and consulting firms.

    • 27. Concluding agreements relating to the Ministry’s activities with relevant agencies in other countries and with international organizations, in accordance with applicable legal procedures.

    • 28. Any other task assigned thereto by law.

Article 3

Previous Amendments
  • The Minister shall manage the affairs of the Ministry and conduct its matters, making all decisions and procedures to achieve the objectives for which it was established in accordance with the provisions of the law, and he shall have - in particular - the following:

    • 1- Proposing policies and strategies in the sports fields in the Kingdom, and submitting them to complete the necessary legal procedures regarding them, and supervising their implementation after approval.

    • 2- Approving the internal regulations that govern the Ministry, provided they do not conflict with the relevant legal texts.

    • 3- Approving the regulations governing the establishment of facilities and venues for practicing sports activities, organizing sports events, and establishing sports training centers and institutes.

    • 4- Proposing a draft organizational structure for the Ministry, and submitting it to complete the necessary legal procedures regarding it.

    • 5- Approving the establishment of branches or offices for the Ministry, in accordance with the applicable legal procedures.

    • 6- Seeking the assistance of experts and consultants as he sees fit to work on a full-time or part-time basis to accomplish certain tasks and services, provide advice, and conduct research and studies, in accordance with the relevant provisions.

    • 7- Accepting gifts, donations, grants, bequests, and endowments in accordance with the regulations governing that.

    • 8- Representing the Ministry before the judiciary, and with government entities, institutions, and other relevant bodies, as well as other entities inside and outside the Kingdom, and he may delegate others to do so.

    • 9- Appointing the Ministry's personnel in accordance with the regulations governing that, and supervising them.

    • 10- Supervising the organization of the Ministry for conferences, seminars, exhibitions, both domestic and international, and events related to sports, organizing them, participating in them, and assigning their execution to whomever he sees fit; in accordance with the applicable legal procedures.

    • 11- Approving the draft budget of the Ministry, its final account, and the annual report, in preparation for submitting them according to the applicable legal procedures.

  • The Minister may delegate some of his powers to whomever he sees fit among the Ministry's personnel.

Article 4

  • This Statute shall supersede the Statute of the General Sports Authority issued pursuant to Council of Ministers Resolution No. 211 dated 15/3/1441H.

Article 5

  • This Statute shall be published in the Official Gazette and shall enter into force on the date of its publication.
