Ministerial Decision No. (18) for the year 1448

The Minister of Finance

Pursuant to the powers granted to him by the Law

And based on the provisions of paragraph (2) of Article (Thirteen) of the Government Tenders and Procurement Law, issued by Royal Decree No. (M/128) dated 13/11/1440 AH, which states: “The Minister shall approve the models of tender documents, pre-qualification documents, contract templates, contractor performance evaluation forms, and any other document required by the nature of the work or procurements,” and based on the provisions of paragraph (1) of Article (Six) of the Implementing Regulation of the Government Tenders and Procurement Law, issued by Ministerial Decision No. (1242) dated 21/3/1441 AH, amended by Ministerial Decision No. (3479) dated 11/8/1441 AH, whereby the Expenditure and Projects Efficiency Authority shall prepare business and procurement strategies specifying the regulations for contracting, purchasing, and quantities.

Decides the following:

First: Approval of the regulations for contracting, purchasing, and quantities for the following services:

• A- Catering services for military and security sectors. B- City cleaning category services. C- Gardening, afforestation, and irrigation services for the urban area. D- Security guard services. E- Marketing services. F- Uniform fashion category services. G- Furniture category services.

All in accordance with the attached form to this decision.

Second: These regulations shall be published in the Official Gazette and shall be effective as of 20/1/1448 AH corresponding to 5/7/2026 AD.
