The provisions of this Law, its attached schedules, and its regulations shall apply to vehicles of all types, their drivers and passengers, as well as to the movement of pedestrians and animals.
The following words and phrases - wherever they appear in this Law - shall have the meanings indicated next to them unless the context requires otherwise:
1- Road: Any open path for travel.
2-Roadway: The part of the road where vehicles are allowed to travel.
3- Lane: Any of the longitudinal parts into which the roadway is divided, allowing the passage of a single row of consecutive vehicles, whether marked by longitudinal lines on the road surface or not.
4- Sidewalk: Part of the road designated for pedestrian use.
5-Island: The space separating the two roadways.
6-Shoulder of the road: Part of the road adjacent and contiguous to the roadway on one or both sides, designated for emergency stopping of vehicles.
7- Road reserve: The space allocated for the road.
8- Intersection: Any meeting, crossing, or branching of roads at one or multiple levels, including the entire resulting area.
9- Freeway: The roadway accessed or exited through controlled entrances and exits designated for that purpose, and which does not directly serve properties adjacent to the road.
10- Service road: The roadway adjacent to the freeway that directly serves adjacent properties.
11- Stopping: The halting of a vehicle for a period required by the necessity of travel, or for passengers to get on or off, or for loading or unloading goods.
12- Standing or waiting: The presence of a vehicle in a place for a specified or unspecified period other than in cases of stopping.
13- Parking place: The place designated for vehicle parking.
14- Road markings: Lines or marks on the road or its sides to regulate road use.
15- Reflectors: Any reflective material placed on the road as one of its signs or placed on the ends or sides of a vehicle so that it can be seen from an appropriate distance.
16- Curve: The bend where the direction of the road changes.
17- Signs: All boards, signals, and others erected on the road.
18- Vehicle: Any equipment or means of land transport prepared to move on wheels or tracks, powered or pulled by mechanical or physical force, excluding means of transport designed to run on railway tracks.
19- Car: Any motor vehicle used to transport persons or goods or both, or to tow vehicles prepared to transport persons or goods or both.
20- Private car: A car prepared for private use to transport passengers and their belongings without charge, and the private car authorized by the Public Transport Authority to its driver may be used for paid transport with a private driving license.
21- Taxi: A car prepared to transport passengers and their belongings for a fee, with a capacity not exceeding eight persons.
22- Bus: A vehicle prepared to transport a number of passengers and their belongings exceeding eight, divided into two types:
A- Public bus: For transporting passengers and their belongings for a fee.
B- Private bus: For transporting passengers and their belongings without charge.
23- Transport vehicle: A vehicle prepared to transport animals and goods, divided into two types:
A- Public transport : For transporting animals, goods, and cargo for a fee.
B- Private transport: For transporting animals, goods, and cargo without charge.
24- Tractor vehicle: A vehicle attached to a trailer, together forming a single unit.
25- Trailer: Any vehicle without an engine towed by another motor vehicle.
26- Semi-trailer: A trailer whose significant portion of its weight rests on the tractor vehicle.
27- Emergency vehicles: Public security service vehicles and ambulances equipped with special light signals and sirens, whose operation requires exceeding the prescribed speed limit and not stopping at traffic signals when necessary.
28- Motorcycle: Any vehicle with two or more wheels equipped with a motor, designed to transport persons or goods, which may be attached to a cart, and is not designed as a car.
29- Bicycle: Any means of transport with two or more wheels not equipped with a motor, propelled by the rider's power.
30- Public works vehicles: Equipment and machinery that are self-propelled, including agricultural equipment.
31- A- Driving light: (High beam) The vehicle light used to illuminate the road over a long distance when there is no oncoming vehicle.B- Meeting light: (Low beam) The vehicle light used to illuminate the road over a short distance when there is an oncoming vehicle.C- Position lights: (Small lights) The front, rear, and side lights of the vehicle that indicate its presence while moving, define its position, and show its width from front and rear.32- Technical inspection: Inspection of the vehicle at one of the approved periodic inspection centers.
ب- نور التلاقي: (النور المنخفض) نور المركبة الذي يستخدم في إنارة الطريق على مسافة قصيرة في حالة وجود مركبة مقابلة لها.
ج- أنوار الموضع: (الصغير) الأنوار الأمامية والخلفية والجانبية للمركبة، التي تشير إلى وجودها في السير وتحدد موضعها، وتبين عرضها من الأمام والخلف.
33- Driver: Any person who drives a vehicle.
34- Driving license: An official document issued by the competent administration, or by a recognized foreign authority issuing similar documents, proving that its holder is qualified to drive one or more types of vehicles.
35- Vehicle registration: An official document issued by the competent administration, or by a recognized foreign authority issuing similar documents, permitting the vehicle to travel on roads.
36- Competent administration: Any entity authorized to enforce this Law and its Regulation, according to the provisions contained therein.
37- Passenger: Anyone present in the vehicle or boarding or alighting from it other than the driver.
38- Pedestrians: Persons walking on foot, and those considered as such, like persons pushing or pulling a baby carriage, a patient’s cart, or persons with special needs.
39- Competent court: The court authorized to hear and decide traffic cases and accidents.
40- Traffic accident: Any incident involving at least one moving vehicle or its load, resulting in human or material damage or both unintentionally; divided into two types:
A- Minor traffic accident: One resulting in damage to property - private or public - without injuries requiring emergency treatment.B- Serious traffic accident: One resulting in death, injuries requiring emergency treatment, or both, or serious damage.41- Drifting: Reckless driving of the vehicle on roads or public places in an irregular manner intentionally and without legitimate reason, causing the tires to often make loud noises while making the vehicle creep right or left or spin around itself while moving forward or backward using its engine power, brakes, or transmission for show.
أ- حادث مروري بسيط: ما ينتج منه تلفيات في الممتلكات -خاصة أو عامة-، ولا تنتج منه إصابة تتطلب علاجا إسعافيا.
ب- حادث مروري جسيم: ما ينتج منه إزهاق للأرواح، أو إصابات تتطلب علاجًا إسعافيًا، أو كلاهما، أو تلفيات جسيمة.
Drifting also includes tilting the vehicle to run on the right or left two tires, making a two-wheeled motorcycle run on one tire, the driver or passenger exiting the vehicle while it is moving, or removing some parts of it while moving for show.التفحيط: قيادة المركبة بتهور في الطرق أو الأماكن العامة بشكل غير منتظم عمدًا ودون سبب مشروع، بحيث تحدث الإطارات غالبًا صوتًا عاليًا مع جعل المركبة تقوم بالزحف يمينًا أو يسارًا أو الالتفاف حول نفسها أثناء السير للأمام أو الخلف باستخدام قوة محركها أو مكابحها أو ناقل الحركة فيها لأجل الاستعراض.
42- Weights:
A- Empty vehicle weight: The weight of the vehicle equipped with its fuel, maintenance and repair tools, and spare parts.B- Gross vehicle weight: The empty vehicle weight plus the load, driver, and passengers.C- Net weight (load): The difference between the gross and empty weights.D- Axle weight: The partial load weight on a single axle.43- Regulation: The Implementing Regulation of this Law.
أ- وزن السيارة الفارغ: وزن السيارة وهي مجهزة بمحروقاتها وآلات الصيانة والإصلاح وأدواتها الاحتياطية.
ب- وزن السيارة الإجمالي: وزن السيارة الفارغ مضافا إليه الحمولة و السائق والركاب.
ج- الوزن الصافي (الحمولة): الفرق بين الوزنين الإجمالي والفارغ.
د- الوزن المحوري: الوزن الجزئي من الحمولة على المحور الواحد.
44- Vehicle chassis: The vehicle body, excluding the engine, axles, and chassis frame.
44- هيكل المركبة: جسم المركبة، باستثناء المحرك والمحاور وقاعدة المركبة (الشاصي).
A. Each vehicle shall carry a special number registered at the competent authority in accordance with the Regulations.
B. The number of a vehicle’s license shall be the same as the number on the vehicle's license plate. If the number on the plate is changed, the number on the vehicle's license must be changed accordingly.
Each vehicle – excluding motorcycles, trailers, and semi-trailers – must carry two clearly visible license plates displaying the registration number thereof: one on the front and the other on the rear end. A vehicle may not be operated without such license plates.
A- Every motorbike, trailer, or semi-trailer must carry one clear and readable license plate affixed to its rear, and it is not permissible to operate without it, provided that the trailer or semi-trailer bears the same license plate number as the towing vehicle.
B- The trailer is exempt from carrying a plate if its size does not obstruct the visibility of the towing vehicle's license plate.
No vehicle may carry any license plates other than those issued by the competent authority.
Vehicle plates are divided into the following types:
1- Private plates, which include the following:
A - Private vehicle plates.
B - Private transport vehicle plates.
C - Private bus plates.
2- Public plates, which include the following:
A - Public transport vehicle plates.
B - Public bus plates.
C - Taxi vehicle plates.
3- Diplomatic and consular plates.
4- Temporary plates.
5- Public works vehicle plates.
6- Export plates.
7- Motorcycle plates.
8- Plates for the acquisition of historical vintage vehicles.
The regulation specifies the categories of these plates, their specifications, the conditions for their issuance, and how to maintain them.
A- Vehicles shall not be operated before being registered, paying the prescribed fees - according to the fee schedules annexed to this Law - obtaining their specific driving licenses, and displaying license plates on them in accordance with the provisions of this Law and its Regulation. Exempted from this are military vehicles used for military purposes that do not ordinarily use public roads.
B- Traffic fines resulting from previous violations must be paid before initiating the procedures for the driving license.
C- Every vehicle owner is required to insure their vehicle, and the Regulation shall specify the governing provisions for that.
