The Council of Ministers
After reviewing the correspondence received from the Royal Court No. 58455 dated 21/7/1447 AH, including the letter of His Excellency the Minister of Finance No. 8507 dated 18/9/1446 AH, regarding the study of the appropriateness of continuing to pay the reward for some positions referred to in the Law of Direct Management of Public Funds.
After reviewing the Regulation of Financial Rights and Benefits, issued by Royal Order No. (A/28) dated 20/3/1432 AH.
After reviewing the Civil Service Law, issued by Royal Decree No. (M/49) dated 10/7/1397 AH.
After reviewing the Law of Direct Management of Public Funds, issued by Royal Decree No. (M/18) dated 23/2/1436 AH.
After reviewing the Council of Ministers Decision No. (230) dated 24/3/1447 AH.
After reviewing the Implementing Regulation of Human Resources in Civil Service, issued by the decision of His Excellency the Minister of Human Resources and Social Development No. (1550) dated 9/6/1440 AH.
After reviewing memoranda No. (1451) dated 17/4/1447 AH, No. (2190) dated 13/6/1447 AH, and No. (3024) dated 28/8/1447 AH, prepared by the Bureau of Experts at the Council of Ministers.
After reviewing the recommendation prepared by the Council of Economic and Development Affairs No. (24-47/19/D) dated 8/5/1447 AH.
After considering the Shura Council Decision No. (16/199) dated 17/7/1447 AH.
After reviewing the recommendation of the General Committee of the Council of Ministers No. (10516) dated 29/9/1447 AH.
Decides the following:
First: Cancellation of Articles (Six) and (Seven) of the Law of Direct Management of Public Funds, issued by Royal Decree No. (M/18) dated 23/2/1436 AH.
Second: Exceptionally from the provision of item (First) of this decision, the payment of the Direct Management of Public Funds reward shall continue - in accordance with the provisions contained in Articles (Six) and (Seven) of the Law of Direct Management of Public Funds - for employees working in entities that have not yet applied the method of payment from advances via bank cards, until these entities implement this method. These entities shall coordinate with the Ministry of Finance to develop a plan to implement this method and stop paying the reward within a period not exceeding the end of the fiscal year (2026 AD). In all cases, the payment of the reward shall cease upon the expiration of the aforementioned period.
A draft Royal Decree has been prepared accordingly, its text is attached herewith.
