Statute of the General Sports Authority

Article 1

The following terms - wherever they appear in this regulation - shall have the meanings specified next to each:

General Panel: General Authority for Sports.
Regulation: Regulation of the Authority.
Council: Board of Directors of the Authority.
President: President of the Council.

Article 2

The authority enjoys legal personality and financial and administrative independence, and is organizationally linked to the President of the Council of Economic and Development Affairs. Its main headquarters is located in the city of Riyadh, and it may establish - by a decision of the Council - branches or offices within the Kingdom as needed.

Article 3

  • The Authority is the competent body and the main reference in the Kingdom regarding the organization and development of the sports sector, enhancing its components, expanding the base of sports practitioners, and working to achieve excellence in sports both locally and internationally. It supervises all sports activities. It has - without prejudice to the competencies and responsibilities of other entities - the authority to do everything necessary to achieve its objectives,  including the following:

    • 1. Preparing a framework and model for the governance of the sports sector and supervising its implementation after approval.

    • 2. Developing sports capabilities and energies, and honing talents and skills.

    • 3. Encouraging all segments of society to practice various sports, organizing them, participating in them, setting indicators related to the Authority's areas of work and the sports sector, measuring them periodically, developing them, and comparing them with international indicators.

    • 4. Licensing the establishment of facilities and venues for practicing sports activities and organizing sports events.

    • 5. Establishing rules and standards for the creation and management of sports facilities and venues.

    • 6. Classifying sports clubs, establishing them, and licensing others to establish them; according to regulations set by the Council.

    • 7. Establishing specialized federations in non-competitive activities according to regulations set by the Council.

    • 8. Organizing the work of sports groups and providing assistance and support to them; according to regulations set by the Council.

    • 9. Working to promote a culture of volunteering and community partnership in sports fields.

    • 10. Developing training programs for employees and volunteers in sports fields.

    • 11. Classifying employees in sports fields according to standards set by the Council. 

    • 12. Issuing the necessary licenses to practice work in sports fields, according to rules and standards set by the Council.

    • 13. Collaborating with the Ministry of Education and other relevant entities to develop and enhance school, institute, college, and university sports, and establishing specific programs for them.

    • 14. Encouraging investment in the sports field, developing it, and attracting local and international sports investments; in accordance with the applicable regulatory procedures.

    • 15. Contributing to the advancement of sports media to ensure the achievement of its defined objectives, establishing a distinguished professional sports media that helps elevate the level of the sports field, fosters a spirit of fair competition, and limits discrimination, abuse, and sports fanaticism.

    • 16. Taking necessary measures to combat prohibited substances in sports fields, in coordination with relevant entities.

    • 17. Contributing with relevant entities to develop and enhance sports medicine.

    • 18. Coordinating efforts with the Saudi Arabian Olympic Committee, the Saudi Arabian Paralympic Committee, sports federations, the Saudi Arabian Youth Houses Association, and other local sports entities, cooperating with them, supporting them, and working to enhance their performance; in accordance with the provisions of the relevant laws, agreements, and international charters.

    • 19. Taking necessary measures to limit violations that may occur in sports fields, without prejudice to the provisions of the basic laws of sports federations and their regulations.

    • 20. Taking necessary measures to enhance the integrity of sports, ensuring transparency and limiting illegal practices.

    • 21. Cooperating and exchanging experiences with similar bodies and agencies in other countries, with regional and international sports organizations, and specialized consulting firms inside and outside the Kingdom; in accordance with its competencies and the applicable regulatory procedures.

    • 22. Representing the Kingdom or participating in its representation at committees, organizations, bodies, forums, and regional and international conferences related to the Authority's competencies.    

    • 23. Implementing the Kingdom's international obligations related to sports fields.

    • 24. Providing consultations in sports fields.

    • 25. Conducting research and scientific studies required for the planning and development processes related to the Authority's work.

Article 4

  • The Authority shall have a Board of Directors, composed of a Chairman appointed by a royal decree, and the membership shall include:

    • 1. No more than (five) representatives from government entities related to the work of the Authority, none of whom shall hold a rank lower than (fourteenth) or its equivalent, and the membership of these entities shall be for a period of (three) years, renewable.

    • 2. No more than (six) individuals who are interested, specialized, and experienced in fields related to the work of the Authority, appointed by a decision of the Council of Ministers based on a proposal from the Chairman of the Council of Economic and Development Affairs, with each member's term lasting (three) years, renewable once.

    • 3. A decision from the Council of Economic and Development Affairs shall be issued to specify the entities referred to in paragraph (1) of this article.

Article 5

  • The Council is responsible for overseeing the management of the Authority's affairs and conducting its matters, and it makes all decisions and procedures to achieve the objectives for which it was established, in accordance with the provisions of the regulations and the bylaws issued thereunder. It has, in particular, the following:

    • 1. Approving the policies related to the Authority's activities, and the plans and programs necessary for their implementation. 

    • 2. Proposing the national strategy in the sports fields, and submitting it to complete the necessary legal procedures regarding it, and supervising its implementation after approval.

    • 3. Proposing draft laws related to the Authority's competencies, as well as proposing amendments to those currently in effect.

    • 4. Approving the financial regulations that govern the Authority, in agreement with the Ministry of Finance.

    • 5. Approving the administrative regulations - governing the affairs of the Authority's employees - in agreement with the Ministry of Finance regarding the provisions with financial implications contained therein. 

    • 6. Approving other internal regulations that govern the Authority.

    • 7. Approving the rewards for those whom the Authority seeks assistance from. 

    • 8. Approving the framework and model for governance in the sports sector.

    • 9. Approving the regulations governing the establishment of facilities and venues for practicing sports activities, and organizing sports events.

    • 10. Approving the organizational structure of the Authority.

    • 11. Approving the establishment of branches or offices for the Authority.

    • 12. Determining the financial compensation for the services and works that the Council deems appropriate to charge a financial fee for.

    • 13. Approving the draft budget of the Authority, its final account, the auditor's report, and the annual report, in preparation for submitting them according to the applicable legal procedures.

    • 14. Monitoring the periodic reports submitted regarding the progress of work in the Authority.

    • 15. Seeking the assistance of experts and consultants as deemed appropriate to work on a full-time or part-time basis to accomplish certain tasks and services, provide advice, and conduct research and studies.

    • 16. Approving the conclusion of agreements, protocols, and contracts, according to the applicable legal procedures.

    • 17. Accepting gifts, donations, grants, bequests, and endowments in accordance with the governing provisions for that.

  • The Council may form committees - permanent or temporary - from its members or others, assigning them tasks as it sees fit, and specifying in the decision to form each committee its chairperson, members, and competencies. Each committee may seek assistance from whom it deems appropriate to perform the tasks assigned to it, unless the Council decides otherwise.

  • The Council may delegate some of its competencies to its chairperson or to any of its members or to the Authority's employees as it sees fit.

Article 6

  • 1. The Council shall meet at least four times a year, or whenever necessary as determined by the President, or if requested by at least one-third of its members. The President may delegate any of the representatives of the governmental entities that are members of the Council to preside over the meetings in case of his absence.

  • 2. The President shall send a written invitation to the meeting, including the date and location of the meeting, to be delivered either in person, via email, or by fax, at least seven days prior to the meeting. The invitation shall include the agenda and all documents and materials related to the agenda items.

  • 3. For the meeting of the Council to be valid, the presence of the majority of the members, including the President or his delegate, is required. Decisions shall be made by a majority of the votes of the members present, and in the event of a tie, the side that the President of the meeting voted for shall prevail.

  • 4. A member may not abstain from voting nor delegate another member to vote on his behalf; however, he may record his objection and the reasons for the objection in the minutes of the Council's decisions.

  • 5. Meetings may be held and voted on remotely using technological communication means. Decisions may be made by passing them to the members, in which case the approval of all members of the Council on the decision is required, and it shall be presented to the Council at the first subsequent meeting to be recorded in the minutes of the meeting. The Council may invite specialists and consultants to attend its meetings, without them having the right to vote.

Article 7

  • The Authority shall have a Chief Executive Officer who is appointed and dismissed from his position by a Decision from the Council, which specifies his salary and other financial benefits. He is the executive responsible for managing the Authority, and his responsibilities are concentrated within the limits of the organization and what the Council decides. He shall exercise the following competencies:

    • 1. Proposing policies related to the Authority's activities, and the plans and programs necessary for their implementation, and submitting them to the Council.

    • 2. Proposing the organizational structure of the Authority and submitting it to the Council.

    • 3. Supervising the preparation of the financial regulations that the Authority operates under, in agreement with the Ministry of Finance; in preparation for submitting them to the Council.

    • 4. Supervising the preparation of the administrative regulations - organizing the affairs of the Authority's employees - in agreement with the Ministry of Finance regarding the provisions with financial implications contained therein; in preparation for submitting them to the Council. 

    • 5. Supervising the preparation of other internal regulations that the Authority operates under; in preparation for submitting them to the Council.

    • 6. Proposing a framework and model for governance in the sports sector; in preparation for submitting it to the Council.

    • 7. Proposing regulations governing the establishment of facilities and venues for practicing sports activities, and organizing sports events, in preparation for submitting them to the Council.

    • 8. Following up on the implementation of the Decisions issued by the Council.

    • 9. Providing periodic Reports to the Council about the Authority's work, achievements, and activities.

    • 10. Supervising the preparation of the Authority's budget project, its final account, and the annual report; in preparation for presenting them to the Council.

    • 11. Signing agreements, protocols, and contracts, after obtaining the Council's approval, and in accordance with the applicable legal procedures.

    • 12. Contracting for the execution of works and services, etc., in accordance with the regulations and authorities delegated to him by the Council.

    • 13. Representing the Authority before the Judiciary, and with government entities, institutions, and other relevant bodies, as well as other entities inside and outside the Kingdom, and he may delegate others to do so.

    • 14. Disbursing from the Authority's budget, and taking all financial procedures in accordance with the applicable legal procedures, and within the limits of the authorities delegated to him by the Council.

    • 15. Issuing the necessary Decisions to implement the provisions contained in the organization and the regulations issued based on it, according to the powers granted to him.

    • 16. Appointing the Authority's employees in accordance with the regulations governing that, and supervising them.

    • 17. Supervising the organization of the Authority's participation in conferences, seminars, festivals, and local, regional, Arab, and international exhibitions, in accordance with the applicable legal procedures.

    • 18. Any other competencies assigned to him by the Council. 

  • The Chief Executive Officer may delegate some of his competencies to whomever he sees fit among the Authority's employees.

Article 8

All members of the authority are subject to the provisions of the Labor Law and the Social Insurance Law.

Article 9

  • 1. The Authority shall have an independent annual budget, issued in accordance with the arrangements for the issuance of the State's general budget. 

  • 2. The financial year of the Authority is the same as the financial year of the State.

Article 10

  • The resources of the Authority consist of the following:

    • 1. What is allocated to it in the state’s general Budget, and what the state provides to it in terms of grants.

    • 2. The financial compensation it receives for the works and services it provides.

    • 3. What the Council accepts in terms of gifts, donations, grants, bequests, and the proceeds of endowments.

    • 4. Any other resource approved by the Council that does not violate the regulations and instructions.
