Regulatory Arrangements for the General Sports Authority

First

  • The General Panel for Sports enjoys legal personality and financial and administrative independence, and is organizationally linked to the President of the Council of Ministers. Its main headquarters is located in the city of Riyadh, and it has the authority to establish branches or offices within the Kingdom as needed, hereinafter referred to as the "Panel".

Secondly

  • The Authority aims to organize and develop the sports sector, enhance its components, expand the base of sports practitioners, and work towards achieving excellence in Saudi sports at the local and international levels. It has the authority - without prejudice to the competencies and responsibilities of other entities - to take all necessary actions to achieve its objectives, including the following:

  • 1- Developing the athletic capabilities and energies of youth, and refining their talents and skills.

  • 2- Encouraging all segments of society to practice and participate in various sports.

  • 3- Promoting a culture of volunteering and community partnership in the field of sports.

  • 4- Collaborating with the Ministry of Education and other relevant entities to develop and enhance school, college, and university sports.

  • 5- Establishing plans and standards for creating and managing sports facilities and venues, and utilizing youth houses, in coordination with the relevant authorities.

  • 6- Licensing the establishment of facilities and venues for practicing sports activities, and setting the regulations, rules, and standards governing that.

  • 7- Coordinating efforts with the Saudi Arabian Olympic Committee and sports federations, collaborating with them, and working to enhance their performance, within the limits prescribed by the relevant laws, agreements, and international charters.

  • 8- Encouraging investment in the sports field.

  • 9- Contributing to the advancement of sports media to ensure the achievement of its defined objectives, establishing a distinguished professional sports media that helps elevate the level of the sports sector, fosters a spirit of fair competition, and limits discrimination, abuse, and sports fanaticism.

  • 10- Taking necessary measures to combat prohibited substances in sports, and collaborating with relevant authorities to develop sports medicine.

  • 11- Cooperating and exchanging expertise with similar authorities and organizations in other countries, as well as with regional and international sports organizations, and specialized consulting firms inside and outside the Kingdom, in accordance with its competencies.

  • 12- Representing the Kingdom in organizations, bodies, forums, and regional and international conferences related to the Authority's competencies.

Thirdly

  • The Authority shall have a Board of Directors - hereinafter referred to as "the Council" - consisting of a Chairman appointed by a royal decree, and the membership of the following:

  • 1- The President of the Authority.

  • 2- No more than (three) representatives from government entities related to the work of the Authority, with each member holding a rank not less than (fourteenth) or its equivalent.

  • 3- Five individuals who are interested, specialized, and experienced in fields related to the work of the Authority.

  • The determination of the government entities referred to in paragraph (2) of this clause and the appointment of the members mentioned in paragraph (3) shall be issued by a decree from the Prime Minister based on a proposal from the Council of Economic and Development Affairs, and their membership shall be for (three) years, renewable once.

Fourthly

  • The Council shall oversee the management of the Authority's affairs and conduct its matters, and shall make all necessary decisions to achieve its objectives within the limits provided by these arrangements. In particular, it has the following powers:

  • 1- Approving the policies related to the Authority's activities, and the plans and programs necessary for their implementation, and raising any matters that require the completion of procedures in this regard.

  • 2- Proposing draft laws related to the Authority's competencies, as well as proposing amendments to those currently in effect.

  • 3- Approving the administrative and financial regulations that govern the Authority and other internal regulations necessary for the management of the Authority's affairs.

  • 4- Approving the organizational structure of the Authority.

  • 5- Approving the establishment of branches or offices for the Authority.

  • 6- Determining the financial compensation for the services and works provided by the Authority that the Council deems appropriate to charge a fee for.

  • 7- Approving the investment of the Authority's funds in a manner that achieves its objectives, in accordance with the applicable laws.

  • 8- Appointing an external auditor and an internal financial controller.

  • 9- Approving the draft budget of the Authority, its final accounts, the auditor's report, and the annual report; in preparation for submitting them in accordance with the applicable legal procedures.

  • 10- Reviewing the periodic reports submitted regarding the progress of work in the Authority.

  • 11- Approving the conclusion of agreements, protocols, and contracts, according to the applicable legal procedures.

  • 12- Accepting gifts, donations, grants, bequests, and endowments in accordance with the governing provisions.

  • To achieve these competencies, the Council may form permanent or temporary committees from among its members or others, assigning to them tasks it deems appropriate, and specifying in the decision to form each committee its chairperson, members, and competencies, and it may seek assistance from whomever it deems necessary to perform the tasks assigned to it.

  • The Council may also delegate some of its competencies to its chairperson or to any of its members or staff of the Authority as it sees fit.

Fifthly

  • The Council meets once every (two months), or whenever necessary as determined by the Chair of the Council, or if requested by at least some of its members. The Chair of the Council may delegate any of the representatives of the governmental entities that are members of the Council to preside over the meetings in case of their absence. The invitation to the meeting is to be sent by the Chair of the Council - in writing - at least seven days prior to the meeting, and it must include the agenda. The validity of the meeting requires a majority of the members, including the Chair of the Council or their delegate. Decisions are made by a majority of the votes of those present, and in the event of a tie, the side that the Chair of the meeting voted with prevails.

Sixthly

Previous Amendments
  • The Authority shall have a President at the rank of Minister, who is responsible for managing the affairs of the Authority, and his responsibilities are concentrated within the limits of these arrangements and what is decided by the Council. He shall undertake the following competencies:

  • 1- Proposing policies related to the Authority's activities, and the plans and programs necessary for their implementation, and submitting them to the Council.

  • 2- Supervising the workflow in the Authority through the approved regulations, plans, and programs.

  • 3- Supervising the preparation of the administrative and financial regulations governing the Authority, and other internal regulations; in preparation for submitting them to the Council.

  • 4- Proposing the organizational structure of the Authority and submitting it to the Council.

  • 5- Supervising the preparation of the Authority's annual report and draft budget and final accounts; in preparation for presenting them to the Council.

  • 6- Supervising the preparation of reports related to the implementation of the Authority's plans and programs, and presenting them to the Council.

  • 7- Signing agreements and protocols after the Council's approval, and in accordance with the applicable legal procedures.

  • 8- Representing the Authority before the judiciary, and before government entities, institutions, and other relevant bodies, as well as other entities inside and outside the Kingdom.

  • 9- Disbursing from the Authority's budget, and taking all financial procedures in accordance with the approved laws and regulations, within the limits of the powers delegated to him by the Council.

  • 10- Contracting for the execution of works and services, etc., in accordance with the laws and powers delegated to him by the Council.

  • 11- Issuing the necessary decisions to implement the provisions contained in these arrangements and the regulations issued thereunder, according to the powers granted to him.

  • 12- Appointing the Authority's personnel in accordance with the regulations governing that, and supervising them.

  • 13- Any other competencies assigned to him by the Council.

  • The President of the Authority may delegate some of his competencies to whomever he sees fit among the Authority's personnel.

Seventh

  • 1- The resources of the Authority consist of the following:

    • A- What is allocated to it in the state’s general Budget.

    • B- The financial compensation it receives for the works and services it provides.

    • C- What the Council accepts in terms of gifts, donations, grants, bequests, and endowments.

    • D- The returns from investments and its available financial resources.

    • E- Any other resource approved by the Council, provided it does not violate the regulations and instructions.

  • 2- The funds of the Authority shall be deposited in an account opened for it at the Saudi Arabian Monetary Authority, and it may open other accounts for this purpose at any of the banks licensed to operate in the Kingdom, and expenditures from these funds shall be made according to the Authority's Budget.

Eighth

  • 1- The authority shall have an independent budget.

  • 2- The financial year of the authority is the same as the financial year of the state.

Ninth

  • Without prejudice to the authority of the General Auditing Bureau; the Council appoints an external auditor (or more) from those licensed to operate in the Kingdom, to audit the accounts of the Authority, its transactions, data, annual budget, and final accounts, and the Council determines their fees. The auditor's report is submitted to the Council, and a copy is provided to the General Auditing Bureau.

Tenth

  • 1- The Council shall prepare a draft regulation for the Authority, in light of what is stated in these arrangements, and any other matters that may arise in this regard.

  • 2- The Council shall submit the draft regulation to complete the necessary legal procedures regarding it within a period not exceeding (twelve) months from the date of approval of these arrangements.
