Regulations for Disbursing Incentive Rewards to Informants on Violations of the Regulatory Provisions Governing the Relationship between the Lessor and the Lessee

  • Board of Directors Resolution of the Real Estate General Authority by Circulation No. (Q/M/I/H/7/2026/T) dated 14/10/1447 AH
  • The Board of Directors of the Real Estate General Authority
  • Based on the powers granted to it by the Law
  • And after reviewing Article Eleven of the regulatory provisions governing the relationship between the lessor and the lessee issued by Royal Decree No. (M/73) dated 2/4/1447 AH.
  • Decides the following:
  • First: Approval of the regulations for disbursing incentive rewards to informants about violations of the regulatory provisions governing the relationship between the lessor and the lessee in the attached format.
  • Second: This resolution shall be published in the Official Gazette and shall come into effect from the date of the resolution.
  • And Allah is the Grantor of success.

First: (Definitions)

Second

These regulations apply to anyone who contributes - other than the employees of the Authority or those engaged by it - in reporting violations.

Thirdly

  • The report of violations shall be submitted through the electronic channels approved by the Authority, in accordance with the form prepared for this purpose, provided that the report includes - at a minimum - the following:

    • 1- Informant's data: name of the informant, contact number, and identification number.
    • 2- Type of violation committed, date of commission - if any - and location.
    • 3- Documents and information supporting the report.

Fourthly

  • The reward is granted to the informant, provided that the following conditions are met:

    • 1- The information reported leads to the detection of the violation.
    • 2- The informant has not participated in committing the violation reported.
    • 3- The informant did not obtain the information reported through unlawful means.
    • 4- The violation has not been previously detected by the Authority.
    • 5- The informant is not a first-degree relative of the inspector responsible for apprehending and documenting the reported violation.
    • 6- A final decision is issued by the Authority confirming the violation.
    • 7- The Authority collects the fine due from the violator.

Fifth

The incentive reward is granted according to the discretion of the competent committee, provided that it does not exceed (20%) of the amount of the collected fine.

Sixthly

1- The reward shall be divided among the informants if more than one person participates in reporting the same fact, according to the degree of each one's contribution in uncovering the violation.

2- The reward shall be divided equally among the informants if it is not possible to determine the percentage of each one's contribution in uncovering the violation.

3- The total rewards granted to the informants for a single violation shall not exceed the maximum limit specified in Clause Five of these regulations.

4- Any informant who is proven by the authority not to have reported the violation immediately upon becoming aware of it, with the intent to benefit from its continuation, shall be excluded from entitlement to the reward. The authority has the right to recover the reward if it becomes apparent after disbursement.

5- The entitlement to the reward is limited to the informant reporting the fine for the violation they reported only, excluding other violations discovered by the authority on the violator.
